LAKE ELMO CITY COUNCIL MEETING, MARCH 15, 1983 -4- <br />5. 1983 STREET REHABILITATION PROGRAM: <br />.--Bohrer - there is significant patching in Friedrich Heights and <br />Bordner Garner -, patch/repair is much more expensive than overlay / <br />repairs, and future repair of ,these streets will be more costly <br />than if the streets were repaired now with the Patch and Overlay <br />Program. <br />--Mazzara - does the City have a plan for the entire City to repair <br />specific streets in certain years? Believes there are other <br />streets within the City that are in worse condition than those <br />proposed for repair such as 20th St., Legion, Layton - is there <br />a plan for these streets. <br />--Bohrer - all the streets have been looked at. State Aid Program <br />covers 20th St., 30th St., Lower 33rd and Klondike, also Laverne <br />Avenue and Upper 33rd. Have looked at the City and the most <br />heavily traveled roads, if they met the criteria, have been put <br />in the State Aid System. <br />--Whittaker - many of the streets in the Old Village have not been <br />considered due to reconstruction after the 201 Study. <br />--Eder - noted that roads,in the four developments being discussed, <br />were constructed 12-15 years ago--asked'Engineer if there; present <br />condition is uncommon,. <br />--Bohrer- problem is not uncommon - difficult to say in this case <br />whether the streets were constructed too light or if the pavement <br />was not made thicker> -over poor base material.- poor areas will <br />break-up first. Restated Mn/DOT's service life plan. Based <br />on this projection, these street conditions are not uncommon. <br />--Morgan - asked about using a new process whereby the old surface <br />is removed and reused. <br />--Bohrer - would not work in these areas because the surfaces are no <br />good. Cost of repair work may not increase within the next few <br />years, but, more of the area will break tip and increase the patching <br />costs. Also noted, that in the past the seal coat program was <br />based on need rather than the street rotation program. <br />—Dunn - streets not -bad enough to do anything this year, based on <br />the opposition of the residents," these are not collector streets. <br />MIS/., Dunn/Morgan to delay action on the Street Rehabilitation <br />Program with the provision that this issue be reviewed next year. <br />Discussion: <br />--Bohrer - explained Unit Rate w/o Seal w/patching.in Kendridge Add. <br />O:aly work, other than overlay or seal, was filling up gravel on <br />low shoulders and constructing one bituminous spillway. if just <br />going to sealcoat,would proposed City crew handle these two items. <br />Then just the cost of the sealcoat could be contracted out - <br />--Morgan - if this motion. -is defeated; would recommend the Patch <br />and Sealcoat,Program-,for Kendridge'Additions and Tablyn, and <br />leave Bordner Garner and Friedrich Heights until residents <br />petition a project. <br />--Eder - something needs to be done withFriedrich -Heights. <br />--Mazzara - Friedrich heights needs considerable work. Would favor <br />the Patch and Overlay Program for this area. Agrees with Morgan's <br />sealcoat recommendation for Kendridge and Tablyn Park. <br />--Fraser - feel Friedrich Heights and Bordner are worse than the other <br />two and need to be reconstructed. Believe if the work in Tablyn <br />Park and Kendridge is not done now the costs will be greater later - <br />cannot see setting up this situation for the residents. <br />Would favor going ahead with the Patch and Overlay Program in all <br />four areas. <br />
