LAKE ELMO CITY COUNCIL MEETING, AUGUST 2, 1983 -2- <br />12. hDMi'NISTRATOR'S REPORT: <br />A. Cottage Grove Ravine - Joint Powers Agreement - <br />De:leted - Fi 1 draft of the agreement will be ready for <br />the August 16 meeting. <br />B. Budget - Proposed Use Hearing - Budget Surveys - <br />Ma.yor Eder requested that. the Council members turn in their <br />survey forms as soon as possible so that they can be <br />included in the proposed use hearing. <br />C. Park Trail Maintenance - Sunfish Park - <br />The Administrator's memo of July 28, 1983, outlined the. <br />scheduling problem of the Maintenace Department in completing <br />the trail maintenance. The Park Commission agreed with the <br />recommendation that the City contract with the County to do the <br />work at an estimated cost of $1500. Councillor Morgan <br />explained the two projects and the importance of the <br />maintenance program. <br />--Eder - need to develop a priority list for future <br />summer maintenance - can dddress during budget process. <br />M/S/P Morgan/Mazzara to contract with Washington County for the <br />trail maintenance and widening in Sunfish Park at a cost not <br />to exceed $1500. Carried 5-0. <br />6. TOM MADER - PUBLIC HEARING FOR VARIANCE: <br />Mayor Eder opened the public hearing at 7:16 p.m. <br />Mayor Eder reviewed the variance request to construct a garage <br />addition that will be within six feet of the north property <br />line where 10 feet is required (Sec. 301.070 D. 3. C.). <br />Councillor Mazzara referred the Council to the Administrator's <br />memo (July 28, 1983) recommending Mr. Mader secure a letter of <br />affirmation from the affected property owner to the north. <br />Mr. Mader indicated he has talked to his neighbor about the <br />addition and he has no objections; but, he had not secured a <br />letter from him. He further explained what he was going to <br />use the additional storage space for. <br />Other than the applicant, there were no residents in the <br />audience for the hearing. Mayor Eder closed the hearing at <br />7:21 p.m. <br />M/S/P Morgan/Mazzara to approve a variance for Tom Mader to <br />construct a garage addition within 6 ft. of his property line <br />where ten feet is required,based on the hardship of theproperty <br />owner's-inability to expand the garage at any other location on <br />the property and contingent upon the applicant securing a letter <br />of approval from the property owner to the north, Gordon Henson. <br />Motion carried 5-0. <br />7. CAROLYN BJURSTROM - DAMAGE FROM LIONS BALLFIELD: <br />The Bjurstrom's complaint was outlined in the Administrator's <br />July 28 memo. Mrs. Bjurstrom further explained the problem. <br />Councillor Mazzara stated that the Jaycees have offered to <br />split the cost of constructing a protective fence along the <br />north edge of the park property. The Park Commission reviewed <br />the suggested options and had no objection to a fence. Mrs. <br />Bjurstrom indicated she did not want plexi-glass windows;` but <br />favored any other type of protective fencing or netting. <br />
