LAKE ELMO CITY COUNCIL MEETING <br />SEPTEMBER 6, 1983 <br />Mayor Eder called the meeting to order at 7:03 p.m. in the City <br />Hall. <br />COUNCILLORS PRESENT: Dunn, Fraser, Mazzara and Morgan. Also <br />City Administrator Klaers. <br />1. AGENDA - M/S/P Morgan/Fraser to adopt the agenda as <br />amended: 10.B. Morgan -- Report on Watershed Committee <br />ll.E. Public Hearing set for Federal Revenue Sharing <br />(5 ayes) <br />2. MINUTES - M/S/P Morgan/Fraser to approve the 8/16/83 City <br />Council minutes as amended: Item 3 re Claim 83997 - "The Council <br />decided that the contribution will not be provided until a <br />Treasurer is elected and a budget is developed and the Council <br />take specific action on the matter." (5 ayes) <br />3. CLAIMS - M/S/P Fraser/Morgan to approve Claim Nos. 84039 <br />thru 84109 with Claim 84093 for $4,507.00 being deleted and <br />replaced by "Patrick Klaers - Airfare for ICMA Conference - <br />$184.00." (5 ayes) <br />4. LICENSES - M/S/P Morgan/Fraser to approve a 3.2 beer <br />license for Guardian Angels Church Fall Festival, 8260 Hudson <br />Boulevard, to be held 9/8/83. (5 ayes) <br />5. PUBLIC INQUIRIES <br />A. Petition for "No Hunting" - Mayor Eder read the petition <br />signed by 31 residents requesting that hunting be banned in <br />Section 24, Lake Elmo, for safety reasons. <br />• Jim Marnie, 2189 Legion Lane - If the ordinance were followed <br />there would be no problem, but there seems to be a significant <br />amount of trespassing and shooting. There are a lot of children, <br />especially in the Downs Lake area, and there is concern for their <br />safety. Regarding Mr. Bird's problem, people are shooting from <br />their cars and shots go onto his property. More activity now <br />because Washington County opened up area for Canadian geese <br />hunting, and geese population in Tartan Park attracts hunters. <br />• Pam Marnie - Two years ago there was no problem, but last years' <br />season heard shots, saw two men jump from tree house where Higgin <br />house is within 500-ft gunshot restriction and run into fields. <br />• Bob Freese, 2470 Lisbon Avenue North - To enforce ordinance <br />would require that 3 officers be there at all times. Also <br />concerned with children's safety. <br />• Jeff Richert, 3864 Oakgreen Avenue North - We have hunted on <br />grandfather's land (i.e., Peter Durand's property across Legion <br />Ave.) since little and there's never been a problem with safety. <br />• Doug Richert, 3864 Oakgreen Avenue North - same comment. <br />• Jerry Bartel, 3415 Jamaca Avenue North - I could have area <br />checked out, and perhaps posting a few more signs would help. If <br />person is shooting out of car, license number should be taken <br />down and reported since this is illegal. <br />
