LAKE ELMO CITY COUNCIL MEETING <br />OCTOBER 18, 1983 <br />Mayor Eder called the meeting to order at 7:10 p.m. in the City <br />Hall. <br />COUNCILLORS PRESENT: Dunn, Fraser, Mazzara and Morgan (arrived <br />at 7:25). Also, City Administrator Klaers and Consultant <br />Whittaker. <br />1. AGENDA: - M/S/P Mazzara/Fraser to adopt the agenda as amended: <br />B License - Gary Lokken <br />8.C-(4) Jaycee's Resolution <br />9.A Budget - Oakdale 125th Anniversary <br />9.B Lake Levels <br />9.0 Christmas gifts. (4 ayes) <br />2. MINUTES:- M/S/P Fraser/Mazzara to approve the 10-4-83 City <br />Council Minutes as amended: Paragraph 11, Line 3 - change "of" to <br />"a". (4 ayes) <br />3. CLAIMS: M/S/P Fraser/Mazzara to approve Claims Nos. 84197 <br />thru 227. (4 ayes) <br />4. LICENSES• <br />A. Eloise Evenson - M/S/P Fraser/Dunn to approve a 3.2 <br />beer license for Eloise Evenson, 8449 DeMontreville Trail N., <br />Lake Elmo, MN for November 4, 1983; at Green Acres Recreational <br />Center. <br />B. Gary Lokken - M/S/P Fraser/Dunn to approve a 3.2 <br />beer license for Gary Lokken, 1036 Edmund Ave., St. Paul, MN for <br />10-22-83 at Green Acres Recreational Center. (4 ayes) <br />PUBLIC INQUIRIES: <br />5• JANE ROAD NORTH IMPROVEMENTS: <br />A. Public Comments Questions <br />Jim Weyer stated that the Jane Road N. residents felt the intent <br />of the petition they submitted was missed. They want a street as <br />originally proposed in Larry Bohrer's estimate dated 6-21-83, <br />plus some improvements on water drainage. He stated that he had <br />another petition for the Council's consideration, if this work <br />could not be done under the original petition. Weyer read the <br />new petition to the Council. <br />Bill Stevenson stated that there were two exceptions written to <br />the first petition; just continue Jane Road N. the same width <br />that it is around the lake, and spend $5,000 for the drainage. <br />Discussion on the drainage problems. Larry Bohrer stated that the <br />situation would not change unless something was done at the low <br />point, such as tipping the road, or picking water up with a storm <br />sewer pipe and a couple catch basins to get it into the drainage <br />area where it should go. <br />
