LAKE ELCO CITY COUNCIL MEETING Page 2
Tom Skalbeck asked if grading and sodding would help eliminate
the erosion problem.
Bohrer stated that he would not feel confident of the results, as
a much larger area drains here than at the Skalbach property.
B. Council Discussion:
Eder stated that he would prefer to adhere to standards, but the
cost has increased so much that maybe the effort should be put
back to the residents. That is, to come up with some type of
reconstruction plan to reconstruct the road themselves over the
next couple of years to help reduce the overall cost. He stated
that although he would like to stick to the standards, he would
not vote in favor of the residents spending $4500 to do this
work, and the residents would have to keep it the way it is if a
less costly solution cannot be reached.
Morgan concurs with Eder; that he would not vote for the plan as
presented. He stated that the Council should look at the
proposal again, and possibly work out some sort of compromise.
Fraser stated that she did not feel any sort of sub -standard road
should be put in. She felt that more money would be spent
maintaining a sub -standard road. She could not support the
proposal before the Council for a 22 foot road.
Mazzara stated that he was concerned about the cost, but if it is
going to be done, it should be done to standards.
Dunn asked the City Engineer if the second petition that was just
read was at all feasible; if the cost could be kept around the
$20,000 figure, plus the cost of living, plus $5,000 and come up with
a proposal that is acceptable to a Council majority.
Bohrer expressed concern over the "not to exceed figure" in the
new proposal.
M/S/P e Fraser/Dunn - Move to reject the Feasibility Report of
September 29, 1983 for a 22 foot wide urban street. (4 ayes 1 nay
<Mazzara>)
Jim Weyer asked if the second petition. ould be handled under the
first petition in order to prevent having another Public Hearing.
If the Council cannot act as such, the residents are willing to
submit the second petition. (Consensus was to submit the new
petition).
6. Teal Pass Estates - Development Agreement:
Whittaker pointed out several problems with the agreement as
drafted by City Attorney. Page 1, Paragraph l; lists all of the
people that have some interest in the property as developers.
