LAKE ELCO CITY COUNCIL MEETING Page 4 <br />County Board is considering a bond issue for the ineligible costs and <br />the holding costs, and if they do this, they might be willing to <br />( include Lake Elmo in the bond issue so that we might take advantage of <br />the lower rate. We estimated the average cost to homeowners, before <br />interest expense, would be around $800 a home for the sewer improve- <br />ments. The County's estimate is in that same ballpark. The recommen- <br />dation is that we proceed with the design phase (Step 2) and we <br />finance that from our present reserves and we work with the County to <br />see if we can be included in their bond issue to cut costs for Step 3. <br />Discussion followed relative to the interest rate to be charged. <br />M/S/P Fraser/Mazzara To accept the recommended approach of <br />financing as proposed by the Administrative Consultant. (5 ayes) <br />M/S/P Fraser/Mazzara To accept Engineering agreement <br />proposed and allow the Mayor and City Administrator to enter into <br />a contract with the City Engineer for Step 2 of the 201 project. <br />(5 ayes) <br />B. Reid Park Status: Bohrer stated that the trails, parking <br />lot, and ballfield Tl are complte. A bitimunious walkway along the <br />parking lot and the remainder of the seeding and sodding are not <br />complete. Bohrer further stated that a letter was sent to the contra- <br />ctor expressing the Council's concerns regarding the seeding, etc. <br />The contractor has chosen to do the seeding now, and a letter is <br />forthcoming stating his reasons for doing this. <br />C. Jamaca Court Status: - Bohrer stated that the improvements <br />are complete, however, all of the testing has not yet been done. <br />Carol Kuettner stated that she felt the street looked patchy, that it <br />appeared to be wavey and had rough. spots. In general she was unhappy <br />with the finishing in that it was not smooth. <br />Bohrer stated that a mix was specified that had a lot more rock in it <br />for strength, so it will look coarse. Also, the paving was done in <br />two days; so, the segments of pavement overlap some. <br />D. Tartan Meadows: - Bohrer stated that Mr.Morton is <br />starting some of the improvements on his own, before he asks to <br />have the final plat signed. We will have a bond for the <br />remainder of the improvements that he is not constructing <br />himself. <br />E. Other: - Bohrer made reference to the improvements in <br />the Tablyn Park area that were bid out. (A play area west of <br />the parking lot had been provided by the Jaycee's but there was <br />never any top soil or turf established.) Bohrer previously <br />provided an estimate of $1.055. The bids received were from <br />Buberl Landscaping for $1255.00; and Mogren Bros. Landscaping <br />for $1478.00. <br />
