LAKE ELMO CITY COUNCIL MEETING <br />November 1, 1983 <br />The meeting was called to order by Acting Mayor Morgan at 7:05 <br />p.m. in the City Hall. <br />Councillors present: Fraser, Mazzara, Dunn. Also present was <br />City Administrator Klaers, and County Commis.sioner Schae e� r. <br />1. Agenda <br />M/S/P Fraser -Morgan To approve the agenda as amended. <br />10-A Citizens For A Better Environment <br />10-B Movie scheduled to be filmed in Lake Elmo <br />10-C Hammes Position Paper <br />10-D Jane Road North residents petition <br />(4 ayes) <br />2. Minutes <br />M/S/P Dunn/Morgan To approve the Minutes of the October 18, <br />1983 City Council Meeting, amended as follows: Page 5, paragraph <br />1 under "Old Business - Hammes Mining Permit" delete "in the area <br />of the Hammes"'; Page 7,paragraph 4, add Whittaker's remark that <br />he "was working on an ice rink at Cimarron and would continue to <br />do so". <br />(4 ayes) <br />3. Claims <br />M/S/P Frase/Dunn To approve claims #84240 t-hru #83263. <br />(4 ayes) <br />4. Shoreland Permit and Variance for Jay S. Raleigh, 5055 Keats <br />Avenue North TFor existing structure.) <br />M S P Dunn/Mazzara To approve the Shoreland Permit Application <br />and Variances for lot width (from the 200 feet required to 188.7 <br />feet,) and structure setback (from NOHW requirement of 200 feet <br />to 95 feet.) <br />City Engineer Bohrer further clarified that the new drainfield <br />must be at least 50 feet from the existing well; that the new <br />well should be located at least 50 feet from the new drainfield <br />and 50 feet from the nearest neighbor's drainfield to the north. <br />Bohrer stated that these recommendations become a condition of <br />the permit. <br />(4 ayes) <br />5. Shoreland Permit for Philip H. Zimmer, 9160 Jane Road North <br />in Teal Pass Estates <br />M/S%P Fraser Mazzara To approve the Shoreland Permit <br />Application subject to the septic design requirements as outlined <br />by City Engineer, ie: 1,200 gallon septic tank and 762 SF of <br />drainfield area. With 12 inches of drainrock under the pipes, <br />254 LF of 3 foot wide trenches are required. The bottom of the <br />drainfield trench should be no closer than 4 feet. (4 ayes) <br />
