(4 ayes) <br />6-A Request from Teal Pass Estates for a single building permit <br />prior to the signing of the final plat <br />M S P Dunn/Mazzara To issue a single building permit prior to <br />the signing of the final plat for Teal Pass Estates. <br />Klaers stated that the City's concern in issuing this early <br />building permit was that it could set an undesirable precedent. <br />However, in view of the unusual circumstances, this would not <br />happen. Klaers further stated that this building permit will not <br />be issued until a Performance Bond and Developer's Agreement has <br />been submitted to the City. <br />(4 ayes) <br />7. Public Hearing for Castle Design - Shoreland Permit and <br />Variance <br />M S P Fraser/Mazzara To schedule a Public Hearing for Shoreland <br />Permit and Variance on November 15, 1983, 7:45 P.m. <br />(4 ayes) <br />8. Tartan Meadow - Final Plat Approval - Developer's Agreement <br />Discussion 7-0 f11-91'0A0U1X C1r THE •GJE.v,o,E/� <br />M/S/P Mazzara/Dunn approve the final plat for Tartan <br />Meadows subject to the City Engineer's additional three <br />recommendations; (1) The drainage and utility easement for the <br />pond should extend across Outlot A to a point 90 feet west of the <br />northwest corner of the Park; (2) The City should receive a <br />deed for 120' x 120' area for a temporary turnaround at the north <br />end of Leeward Avenue. Deed will be released when remainder of <br />street is platted; (3) Walkway easements should be dedicated <br />along the north line of Lot 1, the south line of Lot 3 and the <br />north line of Lot 4, all within Block 1, as access to the Park. <br />The easement along the common lot line between Lots 3 and 4 <br />should be a total of 20 feet in width. Bohrer further stated <br />that in particular, the City's concern was the blacktopping; <br />that if building is done on the street, and the City is <br />responsible for the maintenance of the street (snowplowing, <br />etc.), the City wants to maintain a finished road, not a gravel <br />road. <br />
