Lake Elmo City Council Meeting 1-3-84 Page 2 <br />B. Milt Klohn: Discussion on existing ordinance regulating <br />horses in Lake Elmo. <br />Mr. Klohn reiterated his intentions to establish an Arabian <br />brood -mare farm, as outlined in his letter to the City Council. <br />He stated that he was looking for an expression of agreement from <br />the City Council before putting together his plan for the <br />Planning Commission and future City Council action. <br />Mr. Klohn further stated that he is now looking at a farm of 30 <br />acres, and would keep 25 to 40 horses on the farm. <br />Morgan stated he thought it was a good concept for the City of <br />Lake Elmo, and his only concern would be the location as to not <br />interfere with existing zoning. <br />Fraser stated that she found the concept very appealing. <br />Dunn and Mazzara stated they had no problem with this concept. <br />Klohn stated that with the Council acceptance of this concept, he <br />will now follow the normal procedures for obtaining the necessary <br />variances, etc. <br />C. Other <br />Carol Kuettner suggested the formation of a committee to look at <br />the possibility of finding a new location for City Hall, before <br />l the lease at the present location expires. <br />Dunn stated there was three years left on the present lease, plus <br />an election next year. There could be new Council members <br />involved in this process, and a different point of view from a <br />different Council. <br />The subject will be brought back to the Council after the <br />election next year. <br />7. Annual Organizational Meeting: <br />A. Appointment of Acting Mayor <br />M/S/P Dunn/Mazzara - To appoint David Morgan as Acting Mayor <br />based on selecting the senior member of the City Council. <br />(Carried 5-0) <br />B. Appointment of Financial Institutions <br />M/S/P Morgan/Fraser - To appoint The State Bank of Lake Elmo, <br />Washington Federal in Oak Park Heights, Midwest Federal in <br />Eastern Heights, and American National in St. Paul as Lake Elmo's <br />Official Depositories. (Carried 24-0-1) (Mazzara abstained) <br />C. Designation of Legal Newspaper <br />M/S/P Fraser/Morgan - To designate The Washington County Review <br />as Lake Elmo's official newspaper. (Carried 5-0) <br />
