LAKE ELMO CITY COUNCIL MINUTES 2-21-84 PAGE 5 <br />Consensus of the Council is that it should be laid out exactly as <br />presented; that the estimate is from $340 to $420 but could .run as <br />high as $750; and that all four lots in the Morris Addition should be <br />on the assessment role. <br />e. 50th Street .... 0akdale's Request <br />Thursday, January 26, 1984, a meeting was held between representatives <br />of the City of Oakdale and representatives of the City of Lake Elmo, <br />along with the County Engineer, to discuss ways that 50th Street from <br />CSAH 13 to TH 36 can be improved and upgraded. <br />Bohrer stated that there are two ways that 50th Street could receive <br />State Aid designation. First would be to petition the State Aid <br />Screening Committee to add 1.33 miles of State Aid mileage to the <br />Washington County system. This alternative is most desirable but the <br />chances of success are estimated to be less than 50%. The second <br />method would be to remove an equal length of CSAH designation from <br />some existing route and transfer it to 50th Street. The most talked <br />about alternative in the past would be to remove CSAH designation from <br />that portion of DeMontreville Trail between 50th Street and TH 36 <br />which is 2.15 miles in length. A change in designation would make <br />50th Street a County State Aid Highway and that portion of <br />DeMontreville Trail a County Road. The disadvantages to the second <br />method is if the road needs reconstruction in the future. If it were <br />strictly a County Road, County State Aid funds could not be used to <br />reconstruct it. Secondly, under present law, a County Road can be <br />turned back to a municipality simply by County Board resolution. The <br />municipality would have no choice but to accept the road as a local <br />street. Under present law, a County State Aid Highway cannot be <br />turned back to a municipality without the municipality's concurrence. <br />Bohrer further stated that the following action should take place: - <br />Chuck Swanson will approach the State Aid Screening Committee when it <br />meets in May to petition for 1.33 miles of additional CSAH mileage to <br />be added to Washington County CSAH system, thereby raising the status <br />of 50th Street from County Road to County State Aid Highway. - The <br />Lake Elmo City Council should discuss the ramifications of concurring <br />in a re -designation of DeMontreville Trail between 50th Street and TH <br />36 as County Road, transferring the CSAH designation to 50th Street. <br />Lake Elmo would seek assurance from Washington County that if that <br />portion of DeMontreville Trail were ever turned back to the City of <br />Lake Elmo, it would be upgraded with bituminous overlay and <br />shouldering prior to turnback. <br />Bohrer stated there is a committee studying the jurisdictional <br />classification of all highways, county roads, and local roads; because <br />we have seen that there are some trunk highways under the state <br />jurisdiction that no longer function as trunk highways. There are <br />some County State Aid Highways that do not function as county <br />highways; they may function as state trunk highways, or local roads. <br />What may come out of this study is a re -distribution as far as who is <br />responsible for what roads. The cities could end up with these low <br />volume county roads and county highways. <br />Eder stated it may be better to negotiate our way to a good solution <br />with the County Board on upgrading rather than just letting this <br />happen. It may be better to bargain now, and get some kind of an <br />agreement from the County Board, than to leave it go and get it back <br />without any improvements at all. The County is pressed for money and <br />unless we get it into some CIP, it may never happen. <br />
