LAKE ELMO CITY COUNCIL MINUTES 2-21-84 PAGE 7
Fraser and Mazzara concurred with Klaers.
Morgan prefers the lower density by the Gun Club.
Dunn feels if this area is to be developed, it should be done right.
But, has no objection to private roads as it will save tax dollars.
b. Planning Commission's Work Plan for 1984
M/S/P Fraser/Mazzara - To approve the Planning Commission's 1984 Work
Plan as presented. (Motion carried 5-0)
Fraser stated regarding #9• "Mother-in-law" type apartments; that the
AMM did a lot of work and has a lot of background material which could
be obtained and distributed to the Planning Commission.
C. Expense reimbursements for Commission (both Park and
Planning) members
Klaers stated that it was his understanding that in the past,
Commission members could have submitted expenses. The Planning
Commission agreed that some of the members do accrue some expenses and
they should be able to recover these expenses. However, the majority
of the members felt that even if it was approved, they would not
submit expenses.
Fraser said she could agree with the babysitting, with some kind of
limit, but disagrees with the meals and mileage reimbursement. She
agrees with the babysitting because it tends to be the woman who has
to stay home if there is a need for a babysitter and it is not
appropriate for the finances. Because of this, good and desirable
women have either been unable or reluctant to serve on such groups.
Eder concurred with Fraser.
Morgan - not enthustiac about the babysitting expenses.
Dunn - Not in favor on any expense reimbursement. Where would it
stop?
M/ Fraser/
For a six month probationary period the Council agree to reimburse
babysitting expenses for Planning and Park Commission members.
The motion failed for lack of a second.
d. Sunfish Lake Park Trails
In reference to the City's letter to VBWD on December 15th, Mr.
Dornfeld has asked if this request for culverts and maintenance of the
trails be negotiated, rather than VBWD picking up the total tab.
The Council does not feel obligation to share in this expense; and
only requests that the minimum be done so that the trails are kept in
useable condition.
Morgan thinks we should communicate to the VBWD that we are not going
to be as eager to keep giving permission to pump more and more water
into the park because of what it is doing to other citizens.
