LAKE ELMO CAPITAL IMPROVEMENT COMMITTEE MINUTES <br />FEBRUARY 21, 1984 <br />The Capital Improvement Committee met at 6:15 p.m. in the council <br />chambers. Present: Mayor Eder, Council Members Dunn and Morgan; City <br />Administrator Klaers and Maintenance Foreman Wisdorf. <br />Wisdorf reviewed his current inventory and discussed with the <br />committee his request for: wing or underblade for new dump truck; <br />mobile radio for each truck (two); hot water washer for cleaning <br />equipment; and frontend loader with snowplow attachment. <br />Wisdorf stated the underblade would be less costly than the wing; but <br />felt the wing would be more suitable for their needs. It would speed <br />up the time it takes to do a snow plowing route. <br />The hot water washer would have a thirty to forty gallon capacity, <br />either gas or electric. It would be kept inside the shop, but staff <br />would like a model on wheels that could be moved from bay to bay; and <br />also that could be loaded on the back of a truck to be used for <br />opening up culverts, etc. <br />The cost of $80,000 for a frontend loader is an estimate. The price <br />could vary depending on what model was purchased, and how the purchase <br />is made (buy-back plan explaned by Wisdorf). <br />Wisdorf said unless we got a good trade-in on the grader for a <br />frontend loader, which he doubts we could get, we should keep the <br />grader. <br />Regarding the frontend loader, Dunn thinks we should be looking at the <br />number of hours that it will be used. We are moving all the snow now <br />without a frontend loader, so what is it going to be used for? Dunn <br />would like to see some justification for the frontend loader before <br />purchasing it. <br />Wisdorf said that he would like to build funds into the Capital <br />Improvement Plan for the eventual purchase of a frontend loader. He <br />cannot justify purchasing one this year, but if and when the grader <br />becomes inoperable, the funds will be there to purchase the frontend <br />loader. <br />Consensus of the committee was for Wisdorf to get information and <br />prices on tractors; used, John Deere an/or Allis Chalmers; for the <br />Park Capital Outlay in 1984. <br />
