Lake Elmo City Council Meeting 2-7-84 Page 7 <br />The disadvantages outweigh the advantages, in paticular a race track <br />( attracks a number of marginal type of people as empoyees, and when the <br />race season is over, those people tend to be left behind and it is <br />from this group of people that you tend to have problems with in a <br />community. We would need to increase our police force, among other <br />things. <br />Dunn sees the race track benefiting some land owners along the I-94 <br />strip, but sees the development impacting the entire area with a net <br />result of higher taxes because the cost of government is going to go <br />up. We will need additional fire and police protection, and does not <br />see where the residents of Lake Elmo will gain one thing from the race <br />track. Also, there will be more of a demand for air traffic. It <br />won't be long before we have demands for expansion of the airport into <br />a jet facility. <br />Consensus of the Council was to not take a formal position on the site <br />of the race track. This item will not return to the Council table. <br />F. Minnesota Caucus Group: <br />Fraser questioned the wisdom of joining this group at this point in <br />time. The issues are being dealt with by the AMM of which Lake Elmo <br />is a member. At this early point of development of the Minnesota <br />Caucus Group, it is unsure what direction they will go in. It could <br />have the tendency to weaken the stand that we have taken with the AMM, <br />and would like to see this deferred until we know that (1) it is going <br />in a direction that is desirable to the City of Lake Elmo; and, (2) it <br />doesn't go in a direction contrary to another group that we use as <br />lobbyists. <br />M/S/P Eder/Dunn - to defer any consideration for participation in the <br />Minnesota Caucus Group at this time.
