-rmational Memo for 2-7-84 City Council Meeting Page 2 <br />equest this license from the City. Traditionally, Council action is <br />,eeded for these types of licenses, but in the past Lake Elmo has even <br />waived the fee for the Lions Club for this activity. Therefore, we <br />felt that this license was a routine item and could be issued without <br />formal Council action. <br />5. Attached is a notice from Washington County regarding a public <br />meeting on the status of the landfill, to be held on 2-6-84 ("Monday) <br />at 7600 p.m. in the Lake Elmo E ementary School gymnasium. The <br />presentation will focus on the Phase IV Engineering Report; making the <br />presentation will be E.A. Hickok and Associates, Washington County's <br />consulting engineer. <br />6. Wish to acknowledge that sometime in 1984, the Tri-Lakes <br />Association is planning to donate $400 to the City for some type of <br />permanent improvement in Pebble Park. Please review the Park minutes <br />for discussion on this topic. When the actual donation or improvements <br />are received, I believe that this donation should receive substantial <br />press in our local newsletter to indicate the City's appreciation for <br />this donation, and to encourage similar donations. <br />7. Attached is a letter to the VBWD from the DNR relating to the <br />request to install a weir and gate valve at Olson Lake. Late in 1983, <br />VBWD made its presentg this topic, <br />and subsequently received permission from the Council for this <br />project. The DNR is now saying that they are denying this <br />application. TFe ball is now in the VBWD's court—Tffey wlll either be <br />working wi`Uh the DNR on this project, or we may see some type of <br />similar request from VBWD in the future. <br />8. Attached is a letter to the City Council from the Oakdale Gun Club <br />regarding inquiries that they have received concerning sporatic <br />shooting activities. The letter is indicating that the-G-u-n-ICTu-b is <br />not the sorce of the problem. They further say that all citizens <br />should follow the same practices that they do regarding shooting <br />activities. We have not received a single complaint on this matter at <br />the City offices. <br />9. The H.E.L.P. Organization has asked for permission to use the <br />Council criambers o l Monday of each month for their monthly <br />meeting. Review of policy for the use of City Hall has determined <br />that they meet qualifications to use the Council Chambers. Unless I <br />hear otherwise, we will be sending them a letter to that effect. <br />10. The City has received a request from the DFL Party to use the fire <br />hall and Council chambers for their precinct caucus the evening of <br />March 20th. According to State law, o r facilities <br />available and we cannot hold a Council meeting after 6:00 p.m. on the <br />day of a major political pricinct caucus, We will be sending a <br />letter to the DFL Party confirming that they can use these public <br />facilities on March 20th. Attached is their request, and sections for <br />the State law indicating what we must and cannot do relating to <br />pricinct caucuses. <br />{ The only problem that we forsee is that March 20th is the date for our <br />regular Council meeting. Therefore, we will have to find a different <br />date for this second meeting in March, or cancel the scheduled March <br />20th meeting. <br />
