The City <br />Council at its 1^17-84 meeting requested that the MUSA <br />line run from north to south along the section line <br />between Sections 32 and 33 to 4th Street and then run <br />east to Inwood Avenue and then south to I`94. This <br />proposal got a favorable review from the Metropolitan <br />staff and the Council had no problems with this proposal" <br />2. Wish to remind everyone that there will be a <br />demonstration of voting punch card equipment at 6:15 on <br />Tuesday, April 3, before the regular City Council. <br />meeting. <br />3. Attached is a map with diagonal lines showing the <br />unneeded right-of-way that Mn/DOT obtained for 1-94 <br />construction. Last year the Council passed a <br />resolution requesting that this land be given to the <br />City for future park purpopes"` Mn/DOT is in the process <br />of obtaining appraisals for the value of this land. <br />Once a value is determined, the City has the first right <br />to purchase, the previous land owner, Doug Decoster, has <br />the second right to purchase and the third option to <br />sell the land would be at a public auction. <br />Originally, the City believed that this land would he <br />free or cost the City a minimal amount" I now <br />understand that this definitely will not be the case and <br />this land will not be cheap. The Park Commission has <br />indicated a definite lack of interest in spending any <br />substantial amount of money for this land. <br />` <br />If the land returns to the previous owner or is <br />purchased ~by a new owner and developed into some <br />commercial activity, then a buffer zone can be required, <br />per the City Code" Construction of this buffer zone was <br />the intent of the City in the first place. This City <br />Code buffer zone is very thin and narrow, but would be <br />the responsibility of the developer' <br />I do not believe that the City can afford a large <br />expenditure for park land in this area. <br />
