LAKE ELMO CITY COUNCIL MEETING April 3, 1984 Page 5 <br />8. City Administrator's Report: <br />i <br />A. Preliminary Plat extension of time request for Midland <br />Meadows <br />( Mr. Stockstead, developer of Midland Meadows, appeared before the City <br />Council to ask for a 1 year extension of the preliminary plat approval <br />of Midland Meadows. The 1 year extension is requested due to the slow <br />economic situation with the new housing market. <br />M/S/P - Eder/Mazzara - To adopt Resolution 84-28 granting a one year <br />extension of time of the Preliminary Plat approval for Midland <br />Meadows. (Motion carried 3-0) <br />B. Election Equipment <br />Pursuant to the demonstration of the punch card election equipment by <br />a representative of E.L. Marketing, before this regular council. <br />meeting, the following action was taken by the City Council. <br />M/S/P - Dunn/Mazzara -- to authorize the City Administrator to purchase: <br />the required material to implement the punch card voting system in <br />Lake Elmo for the approximate cost of $2500 from E.L. Marketing. <br />(Motion carried 3-0) <br />Dunn stated that in anticipation of any problems with this system, we <br />should seek the cooperation of people like the Jaycee's to set up <br />informational meetings, etc., to get people orientated to this system. <br />Klaers stated a demonstration unit will be set up in City Hall and we <br />could possibly put up a demonstration unit, at the Bank, Library, <br />County Fair; put on demonstrations where it will get the most <br />exposure. Also, give it print in the newsletter. <br />C. Street Sweeping Bids <br />9 <br />In 1983, the City had a problem with the contractor who received the <br />bid„ This contractor (McPhillips) is again the 'low bidder. for 1984. <br />However, because of previous difficulties with this contractor, <br />Maintenance Foreman Wisdorf has recommended that the bid be awarded to <br />the second lowest bidder (Allied Blacktop). <br />M/S/P - Dunn/Mazzara - to award. the 1984 Street Sweeping Contract to <br />Allied Blacktop in the amount of $2450. (Motion carried 3--0) <br />Dunn feels that McPhillips should be notified as to why he was denied <br />the bid, as he was the .lowest bidder. <br />D. CIP Equipment for Parks: Tractor (Tabled) <br />E. MEED Employee <br />Administrator advised the City Council that the City does not have to <br />provide Workman's Comp. or health insurance and is not eligible, as a <br />government agency, for the additional $1.00 per hour to cover these <br />expenses. Also, the employee will be paid directly by the County and <br />the City's only functions will be to fill out a time sheet, and <br />supervise the employee. <br />
