(Motion carried 2-0-1 <Eder>) <br />Bohrer stated that the bids will be opened at 10:00 a.m. on May 9, <br />1984. <br />The City Council reviewed the two proposals for right -of --way <br />appraisals submitted by Winnfield, Inc. and by Appraisal Research <br />Associates. Winnfield, Inc. provided a bid of $350 and Appraisal <br />Research Associates bid $1,000. The City Council reviewed the <br />qualifications of each firm and their bid price.The recommendation (:,f <br />the City Staff was to award the bid to Winnfield, Inc. <br />M/S/P - Mazzara/Dunn - To accept the $350 quotation of Winnfield., Inc. <br />to perform the land appraisals for the 1984 MSA Street Imrpovements. <br />(Motion carried 2-0-1 <Eder>) <br />E. Shoreland Permit and Lot Size Variance for Richard <br />J. Kinderman at 7818 North 50th Street. <br />Mr. Kinderman proposes to construct a garage at the above address. <br />Since the property is within 1000 feet of Lake Olson and Lake <br />DeMontreville, Shoreland Regulations apply. The lot is approximately <br />1 acre; therefore, a. lot size variance is needed. <br />Pursuant to review by the DNR and City Engineer, the staff recommended <br />approval of this request. <br />M/S/P - Dunn/Mazzara - To grant a Lot Size Variance and Shoreland <br />Permit for Richard J. Kinderman at 7818 North 50th Street. (Motion , <br />carried 3-0) <br />F. Other - Lake Jane Pumping <br />The City Council reviewed the letter dated March 13, 1.984 from the <br />Valley Branch Watershed District. This letter is an attempt to <br />address questions that were raised by the City Council at their <br />meeting of March 6. Much of the letter centered around discussion and <br />costs of providing a different pumping program to Eagle Point Lake. <br />The City Council is very concerned with highwater levels on Sunfish <br />Lake and that's why they suggested the Watershed District consider <br />pumping in a different direction to Beutel Pond and then on to Eag..e <br />Point Lake. The City Council considers that rerouting the pumping to <br />Beutel Pond as an amendment to the original petition for project 1005 <br />and within the scope of the original petition. It is believed that <br />the petition did -not specify where to deposit the water. The City <br />Council instructed the Engineer to review a copy of the original <br />project 1005 petition, develop a response outlining the City Council's <br />position to the Watershed District and route a draft- copy of that <br />response to the individual council members for review and comment. <br />7.
