We are starting the committee at a time when <br />recommendations were suppose to be coming from the committee" <br />Now the committee will be meeting for two to three months; <br />then it will take an additional two to three months for the <br />governing body to act on a committee recommendation and <br />than; if the recommendation is accepted by the governing <br />body, it will take an additional few months to arrange <br />financing, draft plans, develop a construction time frame, <br />etc. It is conceivable that this project would not start <br />construction (if this is the recommendation) until 1986" <br />By this time, if the spray irrigation system has a <br />successful history in »drawing the contaminants back to the <br />landfill site", the wells that were previously determined to <br />be contaminated may be declared useable by the PCA and no <br />project of any type may be needed" <br />I believe we must approach this committee with the "worst <br />case scenario"" We must have the attitude that there is an <br />enormous amount of contaminants in the landfill and that <br />additional wells will be declared unsuable in the future; <br />and that, therefore, an alternate water source is needed" <br />This approach will prepare us for the worst. <br />11" Attached is the history of Council discussions and <br />correspondence regarding the bikp Rgth along the new County <br />road 19B that will serve as an entrance in to the Regional <br />Park, As you can tell, concerns on this issue started prior <br />to my arrival to the City and most of this issue was handled <br />by former administrator. <br />The history indicate, <br />1° A presentation by Chuck Swanson to the Council on 6-21- <br />83" <br />2" Notification of adjacent property owners about this <br />issue being on the 7'~5~83 Council meeting. <br />3^ Dorothy Lyons expressing a list of concerns at this 7-5 <br />meeting (but not mentioning the bike path), <br />4" A letter from the staff to Mr" Swanson regarding <br />concerns discussed by the Council at its 7~5 meeting. <br />5" A response from Mr" Swanson to these concerns in which <br />Mr" Swanson specifically states that of the 54 miles of <br />bike paths in Washington County there is no fencing <br />provided and the County has not experienced any <br />nuisance complaints" <br />6. A letter to Mr" Swanson in late July requesting that <br />the that the County reconsider fences in the bike path <br />area. <br />7" A letter from Federal Land regarding the location of <br />the bike path" <br />S. The City Council response to this letter at its 8~l6-83 <br />meeting, where the Council requested that the bike path <br />be relocated on the east side of 19 or, if remaining on <br />the west side of 19, that the fencing request he <br />eliminated south of the Hammes pit" <br />9" A letter dated 8~24 to Mr" Swanson indicating the <br />Council action from 8-16~83. <br />
