LAKE ELMO CITY COUNCIL MINUTES 5-15-84 PAGE 8 <br />4. 201 Update <br />Engineer advised the Council that this past week two residents <br />requested to be included in the 201 Program (William Hagberg on Lake <br />Elmo Avenue and Jerry and Patricia Schwartz on 32nd Street). Bohrer <br />stated we have reached the practical limit and it is very difficult to <br />keep accepting more and more requests and still meet our deadlines. <br />The other issue is performing the soil tests. We have subcontracted <br />the work for performing the soil tests and this work has been <br />completed. To add people at this point would undoubtedly add costs. <br />M/ Dunn/ - To approve the Hagberg request to be added to this 201 <br />Program (as the final addition) and to deny the request by the <br />Schwartz's as their home is not a primary residence. (Motion failed <br />for lack of a second) <br />M/S/P Fraser/Eder - To deny the request by the Hagberg's and <br />Schwartz's to be added to the 201 Program; and to not accept any <br />further requests for participation in this program. (Motion carried <br />4-0) <br />6. City Council Reports: <br />A. Board of Review <br />The schedule for the Board of Review is as follows: <br />Fraser: <br />6:00 <br />p.m. <br />until <br />closing <br />Dunn: <br />2:30 <br />p.m. <br />(until <br />relieved) <br />Mazzara: <br />3:00 <br />p.m. <br />until <br />5:00 p.m. <br />Eder: <br />2:30 <br />p.m. <br />and as <br />needed <br />Morgan: <br />If available <br />7. City Administrator's Report: <br />A. Shoreland Ordinance - comments from DNR <br />The Council reviewed the letter of April 27th from John Line Stine of <br />the DNR where he suggests the possibility of amending the City's <br />shoreland controls so as to eliminate the need for City Council action <br />on all shoreland permits. DNR municipal shoreland management <br />regulations require only that, "municipalities shall establish permit <br />procedures for building construction, installation of sewer and water <br />facilities, and grading and filling in shoreline areas". The DNR has <br />consistently advised cities that routine types of permit applications <br />where the development complies with all the ordinance standards <br />(setback, impervious surface, sewage system, etc.) do not require DNR <br />or City Council review. The DNR feels that these types of permits can <br />be issued administratively by the City staff. <br />
