LAKE ELMO CITY COUNCIL MINUTES 5-15-84 PAGE 9 <br />Bohrer stated the City always seems to run into the lot size question. <br />On previously developed lots where we are dealing with garage <br />additions, house additions, etc., do we need to grant the variance for <br />lot size? The shoreland ordinance says 1-1/2 acres, but they don't <br />make any distinction between brand new (never improved lots) as <br />opposed to previously developed lots. If there was a clarification <br />that way it would eliminate bringing to the Council a number of <br />shoreland permits. <br />Consensus of the Council is that the staff should research the DNR <br />suggestion, and come up with a responsible way for staff to assume <br />some responsibility and decide when a shoreland permit should come to <br />the City Council <br />B. Code Amendments relating to (1) time limit for meeting <br />conditions of simple lot subdivision; (2) placement of the second <br />drainfield. <br />Administrator advised the Council that the Planning Commission held a <br />public hearing on these two code amendments on 5-14-84; and further <br />explained the purpose of the code amendments. <br />M/S/P Fraser/Mazzara - To adopt Ordinance 7958, an amendment to the <br />1979 Municipal Code stating "If a simple lot division or large lot <br />division is granted with conditions, all conditions set forth by the <br />City Council at the time of the approval of the simple lot division or <br />large lot division must be completed within one hundred eighty days <br />after said approval, or the approval of the simple lot division or the <br />large lot division shall be considered void, unless a request for a <br />time extension is submitted in writing and approved by the City <br />Council". (Motion carried 4-0) <br />M/S/P Fraser/Dunn - To adopt Ordinance 7959 an amendment to the 1979 <br />Municipal Code stating "Placement of the second required drainfield <br />between the trenches of the first drainfield is prohibited". (Motion <br />carried 4-0) <br />C. Old City Office Table <br />M/S/P Fraser/Eder - To authorize the advertisement to sell the old <br />City Hall table in the next Newsletter at a minimum price of $200. <br />(Motion carried 3-1 <Dunn>). <br />Mazzara feels we should take the offer that was made ($200) as the <br />table has been advertised in the City Newsletter once. <br />Dunn does not feel the table should be sold at this time. <br />D. Extra Police coverage at, public access. <br />Administrator advised the council that the extra police coverage for <br />"opening weekend" cost the City $288. The DNR anticipates that the <br />new access will officially open sometime the first week of June. <br />According to the deputies there should be no need for further police <br />coverage. There was a minimal amount of problems on opening weekend <br />as there seems to be adequate parking at the new access. <br />
