LAKE ELMO CITY COUNCIL MINUTES APPROM
JULY 17, 1984
The meeting was called to order by Mayor Eder at 7:00 p.m. in the City
Council chambers. Present: Dunn, Fraser, Mazzara, Morgan, City
Engineer Bohrer, City Administrator Klaers.
1. Agenda
M/S/P Fraser/Morgan - To adopt the July 17, 1984 City Council agenda as
amended: Add to #4 one additional 3.2 beer license for Jean Matschina;
add to #6 (A) Proclamation for POW/MIA; add to #7 (A) citizens on lake
levels; add to #7 (B) Pat Hagberg on the 201 Program. (Motion carried
5-0)
2. Minutes
M/S/P Morgan/Fraser - To adopt the July 3, 1984 City Council minutes as
presented. (Motion carried 5-0).
3. Claims
M/S/P Morgan/Fraser - To approve claims 85035 thru 85082 as presented.
(Motion carried 5-0)
There was concerns expressed over claims #85036 ($575) and #85082 ($725)
payable to Elmer Richert for VBWD pump maintenance.
Dunn expresed his concern or skepticism on the excessive charges for the
VBWD pumping. He does not see what there is in the amount of hours
required when it is a stationary engine running and the most you would
have to do is shut it down and check the oil. If there is any major
maintenance requirements on the total system, such as pipes breaking,
etc., the people that brought the system in should fix it. What we
should be looking at is for our own crew to do this routine maintenance
work because he does not believe that there is as many hours required to
do this work as VBWS is being charged for.
Klaers stated the disadvantage of having the city crew do this work is
we do not "live next -door" and cannot be on call twenty-four hours a
day, as Mr. Richert can.
Fraser stated that if we feel there is a problem, we should express our
concerns to VBWD. This is a pass-thru expense Therefore, the claims
list is not the place to take any action.
L'. Licenses
M/S/P Morgan/Dunn - To approve a one day 3.2 beer licenses at Green
Acres Reacreational Center for DELKOR Industries on August 4, 1984; Red
Maplewood Sportman's Club on August 11, 1984; Jean Matschina on July
28, 1984; and a three-day 3.2 beer license for Meister's Softball Team
on Auguest 3, 4, 5, 1984 in Lions Park. (Motion carried 5-0).
