LAKE ELMO CITY COUNCIL MINUTES 1.1-7-84 <br />PAGE 11 <br />Dunn stated that all costs incurred by the City (legal fees, providing <br />the financing, administrative costs, etc.) for this project should be <br />the sole responsibility of Derrick Land Company. <br />C. City Water Meter Card Policy. <br />The Administrator reviewed the revised Policy of Water Meter. Readings <br />and noted that this policy just covers the meter reading cards. The <br />City Ordinance covers the rules for the entire water, system, which <br />includes shutting off the water, how we bill the resident if the cards <br />are not returned, etc. <br />M/S/P Morgan/Mazzara - To approve the policy of water meter, readings <br />for the implementation of the water Pieter card system in the City of <br />Lake Elmo as drafted by the City Staff. (Motion carried 4-0). <br />D. Review City Water Rates. <br />The Administrator advised the Council that in order to make the water <br />department self-sufficient, an increase of the per quarter charge per <br />thousand gallons would have to go to ninety -cents from the existing <br />sixty -cents. This fifty percent increase or thirty -cent jump is <br />required, simply to get the fund closer to a break-even point. It is <br />proposed that the City increase the rates and not the minimum amount <br />or the fixed expense charge. This is because the staff believes that, <br />the people that use most of the water should pay to help get the fund <br />self-sufficient. While most of the people that pay the minimum rate <br />are the elderly residents on fixed incomes, the solvency of the water <br />fund should not be balanced on their backs. <br />M/S/P - Mazzara/Morgan - To call a public, hearing for November 20, <br />1984 for the proposed water rate increase, and to prepare a draft a <br />resolution for the purpose of this public hearing. (Motion carried <br />4-0). <br />E. Planning Commission Conference. <br />M/S/P Mazzara/Dunn - To authorize the registration payment of $36 for <br />any Planning Commission member or City Council member who desires to <br />attend the Annual Planning Institute on November 30, 1984 at the Earl <br />Drown Center, University of Minnesota St. Paul Campus. (Motion <br />carried 4-0). <br />P. PERA Resolution. <br />The Administrator suggested that the Council adopt a resolution <br />indicating the City's support for a complete audit and review of PERA. <br />M/S/P Eder/Morgan -- To adopt Resolution 84-58 indicating the City of <br />Lake Elmo's support for a complete audit and review of PERA. (Motion <br />carried 4-0). <br />
