LAKE ELMO CITY COUNCIL MINUTES
DECEMBER 18, 1984 lu t'AUU Ij
Mayor Eder called the meeting to order at 7:00 p.m. in the City
Council Chambers. Present: Dunn, Fraser, Mazzara, Morgan,
Administrator Klaers, Engineer Bohrer.
1. Agenda
M/S/P Fraser/Morgan - To adopt the agenda as amended: Add 7B -
Charles Dayton representing the property owners on Sunfish Lake.
(Motion carried 5-0)
2. Minutes
M/S/P Morgan/Fraser - To approve the minutes of the 12-4-84 City
Council meeting as presented. (Motion carried 5-0)
3. Claims
M%S/P Morgan/Mazzara - To approve claims 85584 thru 85632 as
presented. (Motion carried 5-0)
Mazzara questioned claim #85604 to Eckberg, Lammers & Briggs in the
amount of $465.00 for legal fees. The Administrator responded this
fee was for services that could not be handled by our City Attorney
because of a potential conflict of interest.
,4. Presentation by Mike Ayers, Washington County Community Health
Services, on the final report of the Washington/Ramsey County Sanitary
Landfill Committee.
Mr. Ayers presented the Ramsey/Washington County Sanitary Landfill
Advisory Committee Report (which is on file at the City office for
public review) and stated that the purpose of the advisory committee
was to evaluate all the alternatives of supplying a safe source of
drinking water to the residents that have been adversely affected by
the migration of contaminants from the landfill as well as those
residents that could potentially be affected if the conditions
continue to digress in the area.
This report was presented to the Washington County Board by the
Committee on 12-18-84 with no action or no response requested from the
County Board at this time. The next step the County Board has
authorized the advisory staff to do is to present the findings of this
report in a public meeting for the citizens of Lake Elmo. The purpose
of the public meeting is to give the citizens an opportunity to get a
copy of the report and present their positions on the findings from
the committee. The Washington/Ramsey County Boards will be asked to
be present at this public meeting to listen to the position of the
people. Following that, the Washington County Administrator will
contact the Ramsey County Administrator for the purposes of setting up
a workshop between both Board's to decide what alternative they would
_ be willing to proceed with, and give direction to the staff.
