° � <br />� <br />Info Memo for 12-18,84 Council Meeting Page 4 <br />This last aspect restricts the intensity of development and is the key <br />factor in the overlay district" This factor relates to how much sewage <br />can be generated by any type of development and uses the Metropolitan <br />Waste Control Commission standard of a SAC unit. One SAC unit equals <br />the amount of sewage typically discharged from a single family <br />residential home. The minimum lot size in this overlay district is 10 <br />acres with one SAC unit being allowed per 2.5 acres" As we have a l 1/2 <br />acre lot size requirement in residential districts you can tell that the <br />amount of sewage allowed to be generated by the development along I~94 ' <br />would be less than what is generated from a single family home" This <br />factor may need some revisions, either by the City Council or to be <br />recommended to the City Council from the Planning Commission" <br />The question seems to be whether or not we should allow more intense <br />development than residential along I~94 or less intense development. We <br />could'i��clude the provision that indicates one SAC unit for 10 acres <br />which`�would practically exclude any type of development and would have <br />all. the land owners up in arms; or, we could he more lenient and include <br />18, 15 or 20 SAC,units per 10 acre parcel and allow development that is <br />much more,intense than residential. Clearly the City wants to encourage <br />the intense sewage generators to develop in Section 32 where sewer is <br />available., <br />' � <br />The corrido� or overlay district is a simple concept but has many <br />complex elements in it. Adoption of this corridor overlay district will <br />� involve close evaluation by the City Council and numerous public <br />hearings before both the City Council and Planning Commission with the <br />land owners" The staff believes that this overlay district will meet <br />with the goals of the City Council, <br />/ \ <br />\ / <br />A more detailed comprehensive memo will be sent to the City Council ^ <br />shortly and this item will be discussed at the 1-8_85 Council meeting, <br />The Planning Commission desires to obtain some input from the City <br />Council before they go through the time and expense of the public <br />hearing process" Planning Consultant Rob Chelseth is available to make <br />a presentation on this concept tothe City Council at any time and has <br />worked with the Planning Commission on this proposal. <br />If this overlay corridor concept proceeds through the public hearings at <br />the planning commission level, I will be having Rob attend the City <br />Council meeting when this concept is considered" <br />
