Informational Memo December 28, 1983 Page 2 <br />5. Attached is the December 19, 1983, Cable TV Newsletter, <br />6. If any Council member needs to contact me after office <br />hours; I can generally be located at either 771-3 50 or <br />78 0-0228. <br />7. City Consultant, Larry Whittaker, did not attend our last <br />City Council meeting as he was making a presentation to the <br />Met Council regarding the draft EIS relating to the Waste - <br />to -Energy project. The Council asked that we submit these <br />comments on paper; and a letter outlining our concerns is <br />attached for your information. As you can tell by this <br />letter, the staff believes many of our concerns relating to <br />compatible land uses, control of services, maintenance of <br />services, fire and police protection, etc., have not been <br />adequately addressed. The staff hopes that the final EIS <br />will address many of our noted concerns. <br />8. The monthly report from Washington County pertaining to our <br />contract police service for the month of November, 1983 is <br />attached. I have reviewed these reports for the past two <br />years and it appears that the number of complaints, miles <br />driven and citations issued are not unusual for this time of <br />year. June, July and August usually have the highest number <br />of complaints, and then the number of complaints decrease <br />after the onset of winter. The miles driven are generally <br />around 4000, and the number of complaints average around 180 <br />in the summer months and 110 in the winter months. The <br />number of citations issued seems to be a fairly consistent <br />amount; around 30 to 35 per month. <br />9. <br />In late November, the City Council authorized the payment of <br />registration fees for any Planning Commission member that <br />wished to attend the Annual Planning Conference held in St. <br />Pau].. For your information, no Planning Commission member <br />attended this meeting as it was held during the week and <br />many members could not get off from work. Nonetheless, I <br />think this request indicates the need to appropriate funds <br />in the next budget for conferences and training for Commis- <br />sioners and Councillors. <br />10. As you can tell by looking at the agenda, we are planning <br />Tuesday's meeting to start at 6:30 p.m. for an Execu- <br />tive Session Meeting. Attached for your information is the <br />section of the City Code and material from the Handbook for <br />Minnesota Cities related to calling special and executive <br />meetings. <br />11. I wish to acknowledge and to inform the Council that the <br />City of Lake Elmo received a $100.00 donation from TADA and <br />a $100.00 donation from LawsOn,Ralelgnmarshall to be <br />applied towards the catering service charges for our annual <br />Christmas Party. This is a very nice expression of thanks <br />from these two firms; and is well appriciated by the City of <br />Lake Elmo. <br />
