To: City Council <br />From: Patrick Klaers, City Administrator <br />Re: Informational Memo for 1-8-85 City Council Meeting <br />1. At the December 18, 1984 City Council meeting, two items were <br />requested to be placed on the upcoming 1-8-85 agenda. These two items <br />are the discussion on the proposed Fire Department Bylaws, and <br />discussion on the proposed Sunfish Lake Working Committee. <br />I do not believe that the bylaws have been put in the format requested <br />( by the Council so that it can more easily review the proposed changes. <br />Unless something happens toward the end of the week, this item will <br />then be placed on the 1-22-85 agenda. <br />Regarding the Sunfish Lake Working Committee, to date no letter has <br />been received from the Sunfish Lake group attorney, Charles Dayton. <br />From a discussion with Dick Murray, VBWD Board .member, I understand <br />that Mr. Dayton has not appeared before VBWD, but that a VBWD meeting <br />is scheduled for 1-10-85. I, therefore, anticipate that this Sunfish <br />Lake Working Committee discussion will also be on the 1-22-85 agenda. <br />2. Also at the 12-18-84 City Council meeting, there was a <br />{ presentation on the proposed concept of the Regional Park entrance <br />road from I-94 to loth Street. The Council requested that citizens <br />who have concerns over this road submit these concerns in writing and <br />that the Council will review the issues that are raised. No letter <br />has been received by the staff on this issue. In order for the County <br />to proceed with this Regional Park entrance road, plans must be <br />finalized in early 1985 so that construction can take place early in <br />1986. Therefore, this Regional Park entrance road will also be on the <br />1-22-85 agenda so that the Council can either accept or reject the <br />concept that was presented at the 12-18-84 meeting and express any <br />concerns that it has to the County so that plans can be finalized. <br />3. Attached for your information is the most recent City Newsletter <br />dated 12-24-84. This Newsletter issue highlights the Landfill <br />Advisory Committee report. <br />4. The public meeting to discuss the Landfill Report has been <br />officially scheduled for Tuesday, January 15, 1985 at the Lake Elmo <br />Elementary School from 7:00 p.m. until 10:00 p.m. The entire Council <br />is encouraged to attend this public meeting, and the Council will also <br />be requested to make a recommendation on this report to the County at <br />its 1-22-85 meeting. I think that the recommendation from the Council <br />should either be for a public water supply system, or against a public <br />water supply system& Subsequently the Council can evaluate the type <br />of public water supply system (if that is its desire) after the County <br />Board has made its decision on the best alternative to solving the <br />safe drinking water problems in the area. If a public water supply <br />system is going to be the final solution, many issues - mostly <br />economical - have to be addressed before it can be determined <br />precisely the type of system that should be installed. <br />
