LAKE ELMO CITY COUNCIL MINUTES PEBRUARY 19, 1985 Mayor Morgan called the meeting to order at 7:05 p.m. in the council chambers. Present: Armstrong, Christ, Dunn, Mazzara, City Administrator Klaers, City Engineer Bohrer. 1. Agenda M/S/P Morgan/Mazzara - To adopt the agenda as amended - Add 8E Slawson large lot subdivision. (Motion carried 5-0) 2. Minutes: February 5, 1985 M/S/P Dunn/Christ - To approve the minutes of the February 5, 1985 City Council meeting as amended (Page 4). (Motion carried 5-0) 3. Claims M/S/P Mazzara/Christ - To approve claims 85816 thru 85870 as presented. (Motion carried 5-0) 4. Interview with applicant for second alternate position on the Parks Commission. The Council interviewed Tom Simpson, 5270 Jamaca Blvd. North. Mr. Simpson stated that although he lives across the street from Kleis Park, he is interested in and uses other parks in the City. He added that he would like to see the parks kept in their natural state as much as possible; would be willing to donate time for park activities. Dunn commented that although he does not know Mr. Simpson personally, the Parks Commission has commented on the work that he has done in Kleis Park. While there are two applicants for this position, Mr. Simpson has already shown a sincere interest in the parks by participating in the tree planting program and with his work in Kleis Park. M/S/P Dunn/Christ - To appoint Tom Simpson to the second alternate position on the Parks Commission. (Motion carried 5-0) 5. Public Hearing for Gisela Lee at 3479 Lake Elmo Avenue for variance to the sign code. Pursuant to published notice this public hearing was opened at 7:17 P.m. in the council chambers. Ms. Lee was present and stated her request is for a variance from Section 505.080 of the city code which prohibits signs within a public right-of-way. She is proposing to construct a business identification sign on the sidewalk in front of her business. There is 109" from her building to the curb, and the sign post will be set back from the curb approximately 30". The sign will be offset from the front steps of the building to the north. She further requested permission to install a flower box 18" wide under the sign and around the pole toward the curb.
