The chosen method of controlling this high water is to <br />construct a system of pipes and channels to provide an outlet from <br />landlocked areas or to improve existing outlets. The projects are <br />proposed to be financed by an ad valorem mil levy upon all property in <br />the District. <br />II. PBQP4;iEQ_S,4d.SIBU.4'I141f <br />The Plan proposes the construction or improvement of outlets and the <br />subsequent lowering of lake levels within Lake Elmo in a three phase <br />program: <br />EhA.9s_1 <br />Would provide outlets and lower water levels on Jane, Sunfish, <br />and Horseshoe Lakes, it may also include floodproofing the four <br />( lowest homes on and around Lake Jane (Brown, Greene, Evanoff, <br />and Keane). <br />EbBSs_z <br />Only includes work in West Lakeland. <br />Phess_3 <br />Would provide outlets and lower water levels on City Park Pond, <br />Olson and DeMontreville, and Lake Elmo. <br />Phases 2 and 3 are only to be implemented when needed. <br />I 11. PB9P4.SEQ_E1 MCILd4 <br />The proposed method of financing is by an ad valorem tax over the <br />entire District and collected with real estate taxes. Table 5 on page <br />63 of the Plan estimates the impact on two example homes. A benefit <br />of this method of financing is that this tax Is deductible from one's <br />Income. Also, If a homeowner does not presently receive the maximum <br />homestead credit of $650, a portion of this tax will be offset by a <br />
