This project will lower <br />the water level at very little cost to them. The disadvantage with <br />this method of financing is that many persons who do not benefit from <br />the project nor contribute runoff to the problem will help pay for the <br />project. <br />I V. 1MPBS."I_QN_LANpL9S�SE12_BBENS <br />The engineers for the VBWD have made certain assumptions about which <br />areas can be outletted and their flow accommodated by the Main Stem <br />system and which areas cannot be outletted. <br />The attached map shows the areas colored in pink which are assumed <br />never to be outletted. If the City would like the main stem system to <br />have capacity so that any of these areas could be outletted in the <br />future, the request for additional capacity should be made at this <br />time. For example, Foxfire-Green Acres Additions and Down's Lake <br />could be fitted with a small outlet but Legion Pond could not. <br />V. G4A ENIS-RID-REMICENDMON-S <br />The fol lowing is a page by page review of the 509 Plan. We recommend <br />that those comments deemed significant to the City of Lake Elmo be <br />incorporated into the 509 Plan by the Board of Managers. <br />i. Figure 6 on page 14 corresponds to the colored map attached to <br />this summary. The City Council should discuss which areas are <br />planned or not planned to be provided outlets. <br />2. Page 24, Item 5 lists the policies to be followed for areas <br />outside the MUSA Iine. The portion of Lake Elmo In the VBWD is <br />all outside the MUSA Iine. Please note that a water management <br />plan at the City level is not required. The Watershed District <br />will continue Its review and approval role in the same degree as <br />In the past. Is this satisfactory with the City or does the <br />City want more local control? <br />3. Figures 8, 10, and i1 on pages 31, 33 and 34 show the "before" <br />and "after" flood levels on the lakes. The City should request <br />that the 10 and 50 year flood levels be provided for the "after" <br />improvement condition and that the duration of time the lakes <br />are above the 10, 50 and 100 year levels be calculated. It Is <br />Important for the City to know not only the probability of a <br />flood but also the duration that the water will stay above that <br />level. <br />4. Page 37, the last sentence under Deer Pond - since the channel <br />Improvements between Hedges Pond and Lake Jane are not Included <br />in the CIP, is it assumed that this improvement will be done at <br />local cost if it is needed? <br />
