Exhibit 3 <br />5. Page 38, the last sentence In the first paragraph - the <br />improvement referred to is an outlet from the Foxfire-Green <br />Acres Additions, If needed. <br />6. Page 38, third to last sentence under City Park Pond - this plan <br />assumes nafurje will replace the dead trees around City Park Pond <br />with new flood tolerant species. No clean up of dead trees is <br />planned. Speaking to Nels Nelson about this, he said the cost <br />estimates may have sufficient funds under "clearing and <br />grubbing" or turf restoration to do some clean up but the <br />present estimate does not provide for the 500+ trees counted by <br />TKDA in our previous flood damage report. The Council should <br />make its feelings known in this matter. <br />7. Page 39, Lake Elmo - no homes around Lake Elmo are planned to be <br />floodproofed. The City does not receive many structure related <br />damage reports on Lake Elmo other than from Paul Magnuson. It <br />Is assumed by the VBWD that lowering the normal level by 2.5 <br />feet will eliminate the problem. <br />8. Page 40, the second and third sentences under Horseshoe Lake <br />should be removed and substituted with wording that states the <br />work approved for Tartan Park by VBWD Permit No. 84-21 provides <br />for the 100 year capacity outflow from Lake Elmo and are the <br />only Improvements required in Tartan Park other than minor <br />channel excavation associated with the Lake Elmo outlet <br />construction. <br />9. Page 43, the first.paragraph reminds the City again that present <br />landlocked lakes, some of which have experienced high water <br />problems, cannot be outletted. Some of these are Clear Lake, <br />Green Acres Pond, Cromble Pond, Animal Inn Ponds, Legion Pond, <br />Goose Lake, Reid Park Pond at and of 32nd Street, and Lake Rose. <br />10. Page 43, Valley Branch Creek - no improvements are contemplated <br />even though flood related problems have been noted on Lot 10, <br />Beau Haven Addition, the David Hardy driveway, and homes around <br />28th Street and Ivy Avenue. Does the Council wish to have any <br />Improvements considered in this area? <br />11. Page 58 - the first sentence of the last paragraph under <br />Financing - if a community wanted Phase II or III initiated <br />sooner than VBWD, It may have to petition for the Improvement <br />and open itself up for special assessments. <br />12. Cost Estimates on pages 59-62 - Design and Administration was <br />estimated at 7% of construction costs. This may be too low. In <br />order to have the estimated project cost as accurate as possible <br />the VBWD engineer should review these costs and the costs for <br />Miscellaneous and Contingency in Appendix C. <br />
