LAKE ELMO CITY COUNCIL MINUTES <br />APRIL 2, 1985 vb�d..7 <br />Mayor Morgan called the meeting to order at 7:03 p.m. in the council <br />chambers. Present: Armstrong, Christ, Mazzara, Administrator Klaers, <br />Engineer Bohrer. Absent: Dunn (excused) <br />1. Agenda <br />M/S/P Armstrong/Christ - To adopt the 4-2-85 City Council agenda as <br />amended: Add: 5B - Interview with Dean Johnston for Planning <br />Commission vacancy; Add 8A - Appreciation dinner for former Mayor <br />Eder and Councillor Fraser, and former Planning Commission members Bob <br />Dreher, Vicki Gifford and Howard Michels; Add 8B - Evanoff sanitary <br />system; Add 9D3 - Work in DeMontreville Park ballfield; Add 9HA - <br />Maintenance Foreman applications. (Motion carried 4-0) <br />2. Minutes <br />M/S/P Armstrong/Mazzara - To approve and accept the minutes of the <br />March 19, 1985 City Council meeting as written. (Motion carried 4-0) <br />3. Claims <br />M/S/P Mazzara/Armstrong - To approve claims 85958 thru 86005 as <br />presented. (Motion carried 4-0) <br />Christ suggested that the City examine more closely the need for <br />Placing ads for employment in newspapers outside of the area (in <br />particular the Minneapolis paper), and would be interested in knowing <br />what kind of a response the City received from this particular ad. <br />4. Public Inquiries <br />A. Julie Bettendorf regarding <br />children on Highlands Trail <br />DeMontreville Trail. <br />traffic speed and safety of <br />between Hilltop Avenue and <br />Ms. Bettendorf was not present for this discussion, but the <br />Administrator confirmed that there are no speed limit signs on this <br />small stretch of road. He furtljer suggested that the City put up a <br />30 mph speed sign, and perhaps a sign stating "slow - children at <br />play". <br />M/S/P Morgan/Armstrong - To post a 30 mph speed sign on Highlands <br />Trail (exact location to be determined by City Engineer), and if this <br />does not control the speeding to ask the Washington County deputies to <br />set up radar. (Motion carried 4-0) <br />5• Interviews for vacancies on Planning Commission <br />A. David Lang, 5451 Hilltop Avenue North <br />Regarding the major planning and development issues confronting the <br />City of Lake Elmo, Mr. Lang feels that these issues focus on <br />industrial development and the level of services provided by the City. <br />He believes any development must not only support but also preserve <br />the style and beauty of Lake Elmo living. Mr. Lang further stated <br />that he sees the role and function of the Planning Commission to be <br />
