To: Mayor and City Council <br />From: Patrick D. Klaers <br />Re: Agenda Memo for May 7, 198 5 City Council Meeting <br />1. Attached for your information is the draft Planning Commission <br />minutes from the April 22, 1985 meeting. Some of the 5-7-85 Council <br />agenda items were reviewed and discussed at that 4-22-85 Planning <br />Commission meeting. <br />2. Attached for your information is the most recent City Newsletter <br />dated April 23, 1985. This Newsletter edition highlights an article <br />on the Lake Jane boating ban, and Spring Clean Up Days that is <br />scheduled to take place on this coming Saturday, May 4th. <br />3. Wish to acknowledge that the Local)County and State weight <br />restrictions or load limits have been removed from the area <br />transportation routes. The load limits were removed from our streets <br />on Monday, April 29th. <br />4. Attached is a notice from the AMM that the, proposed bill to <br />require local building officials to have a plumbers certificate has <br />been defeated for this legislative session. This issue is not dead <br />for future sessions, and may be a continued issue that the City of <br />Lake Elmo would want to monitor. <br />5. Attached for your information is an article indicating the <br />problems experienced on Lake Pulaski with high waters and flooding <br />situations. This situation is not unlike our own situation on Lake <br />Jane. <br />6. Attached for your information is a response from the DNR to Judge <br />Magnuson's letter requesting help on Lake Elmo with the high water <br />situation. The last sentence in the letter is the key to the entire <br />narrative, especially the last four words which reads "as provided by <br />law". The DNR has indicated that they are sympathetic to the high <br />water problems experienced in many communities in Minnesota, but have <br />often responded that their hands are tied because the law does not <br />permit them to lower lake levels. What is really being desired by <br />people in Lake Elmo and on Lake Pulaski is that the law be changed to <br />allow some flexibility in establishing high water marks. <br />7. Wish to acknowledge that I will be out of the office May 15 thru <br />May 17 to attend the Annual Minnesota City Management Association <br />Conference in Brainerd. <br />8. Attached for your information is a report from the Fire Chief, <br />Fran Pott regarding Lake Elmo's response to a weather related <br />disaster. I requested this memo because of the possibility that a <br />tornado or something of that nature could come through the Lake Elmo <br />area and cause an extensive amount of damage to homes and businesses. <br />As previously noted, we are without a Civil Defense Director as this <br />title was placed on the Maintenace Foreman, and we have not hired a <br />Maintenance Foreman to date. Even after a Maintenance Foreman is <br />hired, we may have to evaluate whether the Civil Defense title should <br />be given to the Fire Chief or the Maintenance Foreman. Also as <br />previously indicated, we would be well prepared to handle such a <br />weather related disaster and Fran's memo verifies that point. <br />
