This article talks about citizens complaints <br />at city hall. While the article deals with the Stillwater city hall, <br />many of the issues and procedures can be applied to Lake Elmo. Nile's <br />comments about problems with the appearance of property is also very <br />true in Lake Elmo. <br />16. A memo from Independent School District 834 requesting our <br />attendance at, a meeting to discuss mutual cooperation is attached for <br />your information. This meeting is planned for Monday, May 6th at 7:30 <br />p.m. in the Board Room of ISD 834 General Services Building, 1857 S. <br />Greeley St., Stillwater. I cannot attend this meeting as I will be <br />attending a Cottage Grove Watershed Ravine meeting at that same night <br />and time in the City of Woodbury. <br />17. Attached for your information is an interesting article from City <br />Businesses that discusses Minnesota state taxes and the state aid <br />formula. Some people firmly believe that the Metropolitan area is <br />supplementing the rural area, while other people believe the opposite. <br />I happen to believe that Metropolitan area homeowners pay an <br />abnormally high amount of taxes, and conversely receive an abnormally <br />low amount of State Aid. I am sure administrators from outstate <br />cities don't necessarily agree to that understanding of the Municipal <br />State Aid and taxing system. <br />18. Attached for your information is the monthly report from the Fire <br />Department for April, 1985. There were a high number of calls in <br />April with a good response (manpower) to each call, but a low dollar <br />damage total. <br />
