Present: Armstrong, Dunn, Morgan, Mazzara, <br />Christ, Acting Administrator Banister, City Engineer Bohrer and <br />City Attorney Knaak. <br />Mayor Morgan acknowledged Peter Bellingham, 2933 Manning Avenue <br />N., who was observing the City Council Meeting for his Scout Troup <br />No. 162. <br />1. Agenda <br />M/S/P Dunn/Mazzara - to approve the agenda for the September 3, <br />1985 City Council Meeting as amended. 6B. Road Grading <br />(Front-end loader), 7D. City Administrator. (Motion carried <br />5-0). <br />2. Minutes - August 20, 1985 <br />M/S/P Armstrong/Dunn - to approve the August 20, 1985 City Council <br />Meeting Minutes as amended. (Motion carried 5-0). <br />3. Claims <br />M/S/P Dunn/Armstrong- to approve claims 86426 thru 86478 as <br />presented. (Motion carried 5-0). <br />4. Public Inquiries <br />5. City Engineer's Report <br />A. Large Lot Subdivision at 4596 Lake Elmo Avenue <br />(in Sections 2 and 11). <br />Applicant: Linda Larson <br />Linda Larson has applied to subdivide approximately 91 acres into <br />9 lots of approximately 10 acres in size. The sketch plan can be <br />waived because it can be adequately reviewed without contour <br />mapping. Parcel A is proposed to be sold to Neil Krueger and this <br />parcel should be combined with Krueger's property by deed so it <br />could not be split off in the future because of no road frontage. <br />Percolation tests and soil borings for Lots H and I have been <br />received, showing that there is sufficient soil available to <br />construct septic systems on those lots. All of the property <br />corners of Parcel E have been staked and the City Engineer <br />reviewed this and found there appears to be sufficient room for a <br />driveway around that wetland without filling into the wetland. <br />Driveways from Parcels G and H should be from 50th Street rather <br />than CSAH 17 and this should be noted in the purchase agreements. <br />
