I n� IT .A tYb: LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 3, 1985 Mayor Morgan called the meeting to order at 7:00 p.m. in the City Council chambers. Present: Armstrong, Dunn, Morgan, Mazzara, Christ, Acting Administrator Banister, City Engineer Bohrer and City Attorney Knaak. Mayor Morgan acknowledged Peter Bellingham, 2933 Manning Avenue N., who was observing the City Council Meeting for his Scout Troup No. 162. 1. Agenda M/S/P Dunn/Mazzara - to approve the agenda for the September 3, 1985 City Council Meeting as amended. 6B. Road Grading (Front-end loader), 7D. City Administrator. (Motion carried 5-0). 2. Minutes - August 20, 1985 M/S/P Armstrong/Dunn - to approve the August 20, 1985 City Council Meeting Minutes as amended. (Motion carried 5-0). 3. Claims M/S/P Dunn/Armstrong- to approve claims 86426 thru 86478 as presented. (Motion carried 5-0). 4. Public Inquiries 5. City Engineer's Report A. Large Lot Subdivision at 4596 Lake Elmo Avenue (in Sections 2 and 11). Applicant: Linda Larson Linda Larson has applied to subdivide approximately 91 acres into 9 lots of approximately 10 acres in size. The sketch plan can be waived because it can be adequately reviewed without contour mapping. Parcel A is proposed to be sold to Neil Krueger and this parcel should be combined with Krueger's property by deed so it could not be split off in the future because of no road frontage. Percolation tests and soil borings for Lots H and I have been received, showing that there is sufficient soil available to construct septic systems on those lots. All of the property corners of Parcel E have been staked and the City Engineer reviewed this and found there appears to be sufficient room for a driveway around that wetland without filling into the wetland. Driveways from Parcels G and H should be from 50th Street rather than CSAH 17 and this should be noted in the purchase agreements.
