LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 4, 1986 Page 8 <br />7. CITY ENGINEER'S REPORT <br />A. Office Space Project - Work Assignments <br />Mayor Morgan and Councilman Dunn met with Mr. Friedrich and he was <br />quite amenable to trade land. We estimated that we needed five <br />acres and he proposed to trade for the farmland, south boundary of <br />the park, a two for one trade. We need to research the legal <br />question if we can trade park land for the frontage land that Mr. <br />Fr,edrich owns. Mr. Friedrich would split the cost of fencing, but <br />we would have to do the surveying. Then if we have our own land <br />and build a smaller building, is it economically feasible to do <br />it. We have all the information in the Office Space Committee <br />report, but we would just have to rework it. <br />Councilman Dunn - I have talked to Frank Langer and asked how he <br />felt on a two for one trade. Langer felt it sounded equitable, <br />but was going to put the values in writing. Other alternatives <br />should be looked into and find out if the bank building would be <br />available. <br />Mayor Morgan - There are three options to be considered: buy this <br />space, build a smaller building on our own land and take a look at <br />the bank. TKDA is interested in working with the City in any <br />capacity that the Council would want and the first step would be <br />some peliminary planning. City Administrator Overby will talk to <br />the people at the bank and get some idea of their plans. <br />B. Request for Variance from Spring Road Restrictions - <br />Bellaire Sanitation <br />Bellaire Sanitation wishes to have their garbage trucks exempted <br />from the spring road weight restrictions. On April 2, 1985, the <br />City Council voted to amend the load limits for the garbage <br />haulers operating within the City of Lake Elmo to 7 tons per axle, <br />acknowledging that the County and State still have the option to <br />ticket the truck if it is overloaded while traveling on a County <br />or State roadway coming to or leaving Lake Elmo. <br />The City Council will work on the problem and get back to the <br />issue at the February 18th City Council meeting. <br />C. Manning Avenue Maintenance Agreement with Baytown <br />Township. <br />This subject was discussed at an earlier City Council meeting <br />where it was decided to inform Baytown Township that the City <br />would only maintain and cover such costs on that portion of the <br />road which is located in the City limits. <br />Councilman Dunn suggests that we get together with the town boards <br />and discuss this problem with road maintenance. <br />
