LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 4, 1986 Page 11 <br />inclement weather toward the end of the compost season kept the <br />site from operating fully; otherwise, the site's first season was <br />a success. <br />The county is going to implement $1 per household grant program <br />for recycling for cities in the southern part of the county. This <br />money is to be used for recycling. You can apply for the money by <br />filling out a work plan. The money can be used for equipment, <br />leasing land, or costs such as these. The Metropolitan Council <br />has two programs available. One is a 50 cent per household rebate <br />fund. That is, if the city spends money on a recycling program <br />the Council will refund money up to 50 cents per household. This <br />money can be spent toward composting and recycling. The second <br />program is a $4 per ton grant. There are certain restrictions as <br />far as materials and one of them is compost. Only cities and towns <br />can apply for these and both programs require some documentation <br />and a letter of certifi_caton from the City. <br />F. Minnesota Natual Resources & Outdoor Recreation <br />The Legislative Commission on MN Resources is requesting feedback <br />on natural resources opportunities. This has also been referred <br />to the Parks Commission for their review. If the City Council has <br />any suggestions or comments, they are to call Administrator <br />Overby. <br />G. Brown's Creek Water Management Organization <br />The Brown's Creek WMO is requesting $70.64 for Lake Elmo's share <br />of costs relative to development of their plan. They are also <br />requesting $100 as Lake Elmo's organizational fee to help cover <br />start up and administrative costs. <br />This cost cannot be assessed because it isn't a separate tax <br />district, but the City should put together the separate taxing <br />districts. <br />It was suggested to contact the two owners, Bergmann Green Houses <br />and Artie Shafer if they would be interested in being our <br />representative. <br />M/S/P Morgan/Christ - to approve Lake Elmo's share in the Brown's <br />Creek WMO of $170.64. (Motion carried 5-0). <br />H. League of City Legislature Conference <br />City Administrator Overby will be attending this conference on <br />February 5th to cast a vote on behalf of Lake Elmo for keeping the <br />policy on local government aids. <br />9.
