The fee covers any services that is <br />required of an assessor in addition to evaluating the property <br />every year. The costs are as follows: <br />County Rate = $4.40 per parcel <br />minus 10% -0.44 <br />Frank's Rate = T3-.-97 per parcel <br />Mayor Morgan - This is an opportunity to save some money and not <br />lose on the service because Frank has been assessing in Lake Elmo <br />for four years. <br />Councilman Dunn - I am very much impressed with the way Mr. Langer <br />conducts himself at the Board of Review meetings. <br />City Engineer Bohrer asked Mr. Langer if he would be qualified as <br />a real estate appraiser because the City needs to acquire property <br />every so often. Mr. Langer stated he would be qualified, but this <br />would not be part of the assessors duties. <br />Mayor Morgan indicated that the Council would like to retain Mr. <br />Langer's services and asked City Administrator Overby to draw up a <br />contract and bring it for approval to the next meeting. <br />D. Employee Health Plans <br />Some employees are not satisfied with the coverage and/or payment <br />schedule under our League of Minnesota Municipalities health <br />insurance coverage. Other employees are interested in getting <br />dental and/or vision care coverage. <br />The City Council indicated to City Administrator Overby to <br />research available options. <br />E. Composting and Recycling <br />Rick Grooms from Washington County Public Health Department <br />provided an update on Lake Elmo's 1985 composting project. The <br />summary was as follows: <br />Summary <br />Autumn 1987 <br />Number of Vehicle Trips 139 <br />Approx. volume of Yard Waste 389 yd3* <br />Approx. tonnage of Yard Waste 47 tons* <br />Spring Season April -May 1986 <br />Finished Compost Spring 1987 <br />*These numbers may be slightly high since the staff measured the <br />pile after the pile had been snowed on. <br />The city crews carried out the work successfully within a short <br />period of time and within budget limits. The local Lake Elmo Boy <br />Scout Troop and parents ran the site very smoothly. Only <br />
