LAKE ELMO CITY COUNCIL MINUTES <br />FEBRUARY 4, 1986 <br />Mayor Morgan called the City Council meeting to order at 7:00 p.m. <br />in the City Council Chambers. Present: Armstrong,, Dunn, Mazzara, <br />Christ, City Administrator Overby, City Engineer Bohrer and City <br />Attorney Knaak. <br />1. Agenda <br />Add: City Attorney's Report, 7F. Partial Payment for Emergency <br />Septic Tanks Contract, 8H. League of City Legislative Conference, <br />and 9A. North Star Ski Club. <br />M/S/P Dunn/Morgan - to approve the agenda for the February 4, 1986 <br />City Council Meeting as amended. (Motion carried 5-0). <br />2. Minutes: January 21, 1986 <br />M/S/P Christ/Dunn - to approve the January 21, 1986 City Council <br />Minutes as presented.. (Motion carried 5-0). <br />3. Claims <br />City Administrator Overby added Claim No. 87030 - $8,500 Payment <br />to Lee's Construction Company (Emergency Septic Systems) and Claim <br />No. 87031 - $575 Boy Scout Troop #162 Composting. The $575 is what <br />the City agreed on for full payment for a specified number of <br />weekends. The City was shorted one weekend, but the Boy Scouts <br />would be willing to pick up an extra weekend on spring cleanup. <br />M/S/P Dunn/Mazzara - to approve the February 4, 1986 claims 86969 <br />through 87031 as presented. (Motion carried 5-0). <br />4. Publtc Inquiries <br />Sandy Nazarian stated that when the Office Space Report was <br />presented, Ed Nielson mentioned that their first recommendation <br />was to buy the present space on a condominium basis and the second <br />recommendation was the re -leasing of this office space. I am <br />wondering why you are talking about possibly going ahead and <br />building especially when Harriet McPherson and Gary Laidig were <br />here telling you that city aid will be cut. Therefore, you would <br />have problems with tax increases. <br />Mayor Morgan replied that building our own building on our own <br />land was the cheapest option in their study. Sandy Nazarian <br />didn't recall this being said in the report. <br />Councilman Christ clarified that the Building Committee had to <br />start off with some basis and one was that we needed 4,000 sq.ft. <br />of building space.
