LAKE ELMO CITY COUNCIL MINUTES APRIL 15, 1986 PAGE 6 <br />M/S/P Morgan/Christ - to petition Valley Branch Watershed to pump <br />off a minimum of 2 vertical feet of water off Sunfish Lake onto <br />City owned property and to set the preliminary fund at an amount <br />not to exceed $2,000. (Motion carried 4-1<Mazzara-wait until we <br />meet with VBWD to discuss this issue>). <br />E. Consideration of New Water Supply System <br />Option for Landfill Advisory Area <br />The City Council reviewed the latest proposal by the county to <br />construct a water system with a 40 gallon per minute well to <br />serve the ten properties which presently have or have had <br />contaminants in their wells. There was some sentiment on the <br />part of the City Council that this may be the best that we can <br />do, and if this is not acceptable, then charcoal filters will be <br />installed as originally proposed by the Counties. Much <br />discussion centered on whether the City should be involved or not <br />at this point. <br />M/S/P Morgan/Armstrong - to instruct the City Attorney to write a <br />letter to the Washington County Board stating the City's <br />preference for a limited water supply over charcoal filters, <br />however, not to concede any involvement or liability whatsoever <br />in the actual cause or remedy of the problem. (Motion carried <br />5-0). <br />6. CITY COUNCIL REPORTS <br />A. Update on City Hall Building Project <br />Councilman Christ gave a report that there have been some <br />volunteers for providing the building excavation and electrical <br />work, and the number of volunteers committing to the project is <br />increasing. In that regard, he would like to move up the <br />groundbreaking to 6:00 p.m., May 6, 1986, in accordance with the <br />request of the excavator. The City Administrator distributed <br />information on the additional insurance which may be required for <br />adequately insuring this project and the people working on it. <br />The City Council will comment on the insurance information at the <br />next City Council meeting. The City Attorney will send <br />Administrator Overby a letter in regard to liabilities of the <br />volunteer help. <br />B. Stop Sign at Kelvin Avenue and Stillwater Lane <br />The City Council instructed the staff to review the subject <br />intersection and report back as to the adequacy of the traffic <br />control signing at that intersection. <br />7. CITY ADMINISTRATOR'S REPORT <br />A. Update on 201 Program Appraisals Bid <br />City Administrator Overby briefed the City Council that Frank <br />Langer, the apparent low bidder for the appraisal work, has <br />withdrawn his bid, and that it is recommended that the second low <br />
