LAKE ELMO CITY COUNCIL MINUTES MAY 6, 1986 PAGE 6 <br />(Motion carried 4-0-1<Armstrong>). <br />C. Street Sign Inventory Program <br />The City Engineer recommended that the City Council consider the <br />Traffic Sign Safety Program because of two recent lawsuits <br />accusing the City of improper signing. This program consists of <br />three phases: inventory to determine needs, purchase of signs, <br />and installation of signs. The City's obligation is limited to <br />10% of the cost of all three phases. The cost of the Inventory <br />phase is limited to $29 per mile of which the City pays 10%: 41 <br />miles of local streets x $29 per mile x 10% _ $119. The City's <br />share of Phases 2 and 3 will depend on the actual number of signs <br />needed. <br />M/S/P Morgan/Christ to approve the City's participation in a 90% <br />federally funded "Traffic Sign Safety Program" to the extent that <br />an inventory to determine needs will be made. (Motion carried <br />5-0). <br />D. 201 Program - Schedule Update <br />City Engineer Bohrer advised the Council that authorization to <br />advertise for bids for the on -site septic system improvements, has <br />now been received from the Minnesota Pollution Control Agency. <br />These bids will be let in three phases with the bid openings as <br />scheduled for 10:00 a.m. May 30, 1986, 10:00 a.m. June 4, 1986 and <br />10:00 a.m. June 61 1986 anticipating that the Council will award <br />the bids contingent upon MPCA and EPA approval. After Council <br />action, the Agencies will require 30 to 90 days to concur in the <br />awards. Construction could then begin somewhere between July 15, <br />and September 15 1986. <br />E. Cottage Grove Ravine Water Management Plan <br />City Engineer Bohrer reviewed the preliminary draft of the Local <br />Water Management Plan for the Lake Elmo -Cottage Grove Ravine WMO, <br />dated April 1986. His comments are addressed in his letter to the <br />City Council dated May 1, 1986. Doug Thomas from the Soil and <br />Conservation Service was present with answers on these three <br />inquiries. Copies of the water resource inventory and the <br />detailed hydrologic inventory were made available. The <br />legislature has given another year, December 31, 1987, before the <br />plan has to be completed. <br />F. Lake Jane Water Supply - Update <br />City Administrator Overby attended the Ramsey County Environmental <br />Committee Meeting. The intent of the meeting was to discuss from <br />the Washington County's point of view whether Ramsey County would <br />see any reason to change their decision to put in filters on the <br />affected homes. Because of the amount of discussion, no decision <br />had been made. Another special committee meeting will be held to <br />go over this same material. <br />
