RESOLUTION 86-30 <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION OPPOSING THE PROPOSED LANDFILL IN LAKE ELMO REGIONAL <br />PARK RESERVE <br />WHEREAS, Washington County is currently in the process of <br />revising its Solid Waste Master Plan; and <br />WHEREAS, the goals, objectives and policies for the Solid <br />Waste Plan have been revised; and <br />WHEREAS, one of the land disposal objectives indicates that <br />the County will establish a 21464 acre-foot landfill by 1993 in <br />accordance with the Metropolitan Council Policy Plan, pending <br />approval by all parties required by law to act upon the issue; <br />and <br />WHEREAS, one of the land disposal policies indicates that <br />Washington County will prepare an Environmental Impact Statement <br />for the landfill inventory site located in the Lake Elmo Regional <br />Park Reserve; and <br />WHEREAS, the City Council of the City of Lake Elmo reviewed. <br />the County Solid Waste Master Plan at its February 18, 1986 <br />meeting and finds the following concerns: <br />1. There is already one failed landfill in the City of Lake Elmo <br />which continues to contaminate private wells and lower the <br />property values in the affected area. <br />2. Many citizens of Lake Elmo were forced by the County to leave <br />their homes to make way for the County's Regional .Park, with the <br />understanding that the land would remain forever in use as park <br />land. <br />3. The proposed landfill site is dangerously close to Eagle <br />Point Lake, which with the recently modified 509 surface water <br />management plan will drain or leach into areas of Lake Elmo and <br />other communities downstream. <br />4. The County proposes to site and construct a "sanitary <br />landfill" at the same time it is working to construct a <br />refuse -derived fuel waste energy plant to provide a better <br />alternative to waste disposal than the discredited technology of <br />landfills. The County is also currently working with the City of. <br />Lake Elmo in trying to find an acceptable method of providing <br />safe water to residents living near the old lake Jane Landfill. <br />The City Council is of the opinion that there is no such thing as <br />a "safe" landfill, a fact which unfortunately is only discovered <br />after the hazard has been created. <br />
