The northern route would leave the northwest side of the pond and run <br />across Lot 0220 (Don Klassen); through Lot 0160 (Don Durand); to Lake Elmo <br />Avenue. At Lake Elmo Avenue the pipe would be routed around the south <br />side of Pierre's Pier and the Clyde Durand home. <br />The preferred route of the pipe will be determined from land and easement <br />acquisition costs. <br />City Engineer Bohrer explained that there will be times when Lake Elmo is <br />above its outlet. In this case, without a functioning outlet, the <br />critical storm would cause Legion Pond to rise about 1.5 feet. Therefore, <br />the flood protection dikes around the lowest home should remain in place. <br />The water from Legion Pond was tested for total phosphorous and clarity on <br />July 24, 1986 by the VBWD. The results were 67 ug/1 total phosphorous and <br />2.0 meters for the secchi disc. Coli£orm bacteria (an indicator for the <br />presence of sewage) was not tested but is anticipated to exceed the 1980 <br />level because of the deterioration of the five lowest septic systems. <br />Based on a total average annual runoff volume of 42.4 acre feet to Lake <br />Elmo, 3.5 kg of phosphorous will be added to Lake Elmo. The majority of the benefit is to the six low homes <br />along the west side of Legion Avenue. There is also some benefit to the <br />remainder of the property around Legion Pond, but to a lesser degree. <br />Bohrer recommended that a preliminary real estate appraisal be done on the <br />Legion Pond property to determine estimated amounts. <br />, Permits will be required from the following agencies: <br />Minnesota Department of Natural Resources <br />Valley Branch Watershed District <br />Washington County Highway Department <br />Minnesota Department of Transportation will have approval authority on the <br />VBWD permit because of the use of MnDOT pipe in the downstream system. <br />M/S/P Graves/Armstrong - to approve the recommendations of the City <br />Engineer and authorize an expenditure up to $1200 to have an appraiser's <br />report on the increase of market value to adjacent properties around the <br />
