Cottage Grove Ravine WMO Plan <br />City Engineer Bohrer explained that he has reviewed the City's local plan <br />and the comments that he had were directed to the City and not to the WMO. <br />When the local plan is completed, the final copy will be sent to the <br />various members of the WMO. <br />Bohrer referred to his review letter dated February 27, 1987 in that he <br />made two recommendations: <br />a. Figure 8B - Surface Water Hydrology, should be revised <br />to correctly calculate the cumulative peak discharge <br />rates. The figure should also show the size, type and <br />location of the major culverts that serve as sub - <br />watershed outlets. <br />b. The Lake Elmo plan adopts the "one percent rule" so as to <br />avoid large expenditures for downstream improvements in <br />other communities. Since the one percent rule has been <br />successfully challenged by the City of Oakdale, Bohrer <br />recommended that the City Attorney review the case and <br />advise the City as to the correct procedure to adopt the <br />one percent rule. In this way the City can avoid a <br />possible legal challenge. <br />M/S/P Armstrong/Moe - to direct the City Engineer to return to the next <br />Council meeting with a cost estimate to perform the computer modeling of <br />the surface water hydrology and to instruct the City Attorney to advise <br />the City if the correct procedures have been carried out with the one <br />percent rule. (Motion carried 5-0). <br />7. CITY ADMINISTRATOR'S REPORT <br />A. Review Bids on Maintenance Dept.
