LAKE ELMO CITY COUNCIL MINUTES APRT_L 21, 1987 PAGE 11 <br />Steve DeLapp responded with whatever you say you should not "pre -judge <br />your ghosts" before the Planning Commission has a chance to make a <br />decision because this sets the wrong image. The basic point is the <br />Planning Commission is supposed to present arguemets that are logical <br />and can be evaluated before a decision is made. <br />M/S/P Moe/Johnson - to extend the City Council meeting until 11:30 <br />p.m. (Motion carried 5-0). <br />D. City Hall Dedication <br />A formal, ribbon -cutting dedication ceremony for the new City Hall <br />will be scheduled for Saturday, May 9th and 11:00 a.m. <br />M/S/P Armstrong/Graves - to approve the City Hall dedication ceremony <br />on Saturday, May 9th at 11:00 a.m. (Motion carried 5-0). <br />E. Boulevard Maintenance & Enforcement <br />This subject was brought up by Maintenance Foreman Dan Olinger_ at the <br />March 17, 1987 Council meeting. The consensus of the Council appeared <br />to favor enforcement of the exisitng City ordinance. The City <br />Administrator was asked to look into the enforcement question and <br />report back'to the Council. <br />The question came up whether the City should continue to clean-up <br />trash and rubbish along the boulevard/right-of-way of roads in the <br />rural areas of Lake Elmo. The City employees do not pick up this <br />material in the old village area, nor in the other neighborhoods <br />developed in R-1 lot sizes. <br />The consensus of the City Council was in favor of maintain.in, the <br />enforcement of the existing city ordinances. <br />F. Oak Wilt <br />Councilwoman Armstrong explained that the City Council had approved <br />last year to have Steve Kunde to fly over Lake Elmo for $250 in June <br />and assess the oak wilt problem. The City's obligation would be to <br />Lake care of the City's trees, but the individual homeowner would take <br />care of their own. City Administrator Overby will contact Steve Kunde <br />and report back to the Council. <br />G. Personnel Committee <br />Councilwoman Armstrong suggested that the Personnel Committee be <br />composed of the entire council rather than limited to two <br />councilmembers.. A suggestion was made that the staff list their work <br />items versus the job descriptions and hold a special meeting of the <br />City Council tt-tsostsmMMer to review and discuss job descriptions. <br />H.
