LAKE ELh'r) CITY COUNCIL ?,aNUiES April 21, 1987 PAGE 10 <br />M/S/P Johnson/Armstrong - to approve the setting of the 1987 Board of <br />Review for May 20, 1987 from 2:30 p.m. to 7:00 p.m. in the City <br />Council chambers. (Motion carried 5-0). <br />The following is the schedule of Councilmember assignments for <br />attendance at the Board of Review meeting. <br />Councilman Johnson 2:30 until 5:30 <br />Councilman Moe 2:30 until 4:00 5:30 until 7:00 <br />Coucilwoman Armstrong 2:30 until 5:00 <br />Councilman Graves 4:30 until 7:00 <br />Mayor Christ 4:00 until 7:00 <br />B. City of Oakdale Annexation Inquiry <br />A copy of the letter from Oakdale Mayor Hudalla dated 4-2-86 was given <br />to the City Council stating they have been approached by property <br />owners in Section 32 who would like their property annexed to the City <br />of Oakdale. The City of Oakdale has requested that Lake Elmo respond <br />to the annexation inquiry. <br />More information is needed as to the specific landowners and the <br />property in question. Mayor Christ will write a letter to the Mayor <br />of Oakdale and asked that the property owners come in and talk to the <br />City Council rather than go to Oakdale. <br />C. Planning Commission Report <br />Two subjects were discussed by the Planning Commission on April 13 <br />were: <br />1. <br />Amendment to <br />eliminate Planned <br />Unit Development (PUD) zoning. <br />2. <br />1987 Planning <br />Commission Work <br />Plan <br />Since it takes 4 votes to eliminate or amend PUD zoning, a consensus <br />vote was taken of the City Council. Mayor Christ, Councilwoman <br />Armstrong and Councilman Johnson voted to eliminate the PUD zoning in <br />the rural service area and have a PUD in the urban service area <br />(sewered areas). Councilmen Moe and Graves voted not to eliminate or <br />amend the PUD zoning in the City because there has been no <br />demonstrated need for elimination. <br />The City Council gave tentative approval on the 1987 Planning <br />Commission Work Plan. Mayor Christ asked that the Council look over <br />the Planning Commission Work Plan and at the next Council meeting <br />discuss, eliminate and prioritize items. <br />3. Public Inquiries at Planning Commission meetings <br />Mayor Christ felt this should be directed to the City Council and then <br />they would direct the Planning Commission to make the recommendation <br />or research it. The Planning Commission is not a governing body, but <br />a recommending body. <br />
