LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 1987 PAGE 6 <br />to 30 trailers on this site. Brockman owns 6 tractors and 300 <br />trailers. Most of the time there would be nothing on the land. They <br />would be willing to work with the neighbors regarding exterior <br />lighting. The business is primarily daytime with trucks leaving 7-9 <br />a.m. and returning at 3-6 in the afternoon. The trucks would not be <br />travelling by any homes. The access point is not creating any hazards <br />because they are only going 5 mph. Brockman felt this is an ideal <br />location with the proper buffers. He did add that he anticipated that <br />this would be just a storage facility for the next 5-10 years, but he <br />might vacate his Oakdale facility and move the buisness here. <br />Lester Vanscyoc, 3412 Jamaca Avenue, stated he was against the <br />proposed use because of the noise and vapors of the diesel tractors. <br />He objected to the pole type building, had a concern about the number <br />of accidents that have already occured at the intersection, and <br />questioned how large the operation would grow. <br />Steve DeLapp, Chairman of the Planning Commission, stated that at <br />their Public Hearing there were people speaking against the use and <br />the Planning Commission voted 9-0 on 12-8-86 to deny this request for <br />rezoning based on 9 Findings of Fact. <br />City Administrator Overby mentioned that in terms of reference in the <br />1986 Comprehensive amendment the Industrial zoning ordinance itself <br />has not been eliminated so the land use option under industrial zoning <br />is available. <br />M/S/P Johnson/Armstrong - to table the request for rezoning from Rural <br />Residential to Industrial, TH5 & Stillwater Boulevard by Joseph D. <br />Rogers unil the May 5th Ci_ity Council meeting. (Motion carried 5-0). <br />6. CITY ENGINEER'S REPORT <br />A. 201 Project: Partial payment to Widmer, Inc. <br />Widmer Inc. is requesting that the City Council authorize payment for <br />expenses and work done since starting operations again this year. <br />City Engineer Bohrer had enclosed for the Council's review and <br />approval the Estimate and Certificate No. 5 to Widmer, Inc. for <br />$42,540.21. As of this estimate, 73% of the on -site systems have been <br />installed. <br />M/S/P Armstrong/Graves - to approve Estimate and Certificate No. 5 in <br />the amount of $42,540.21 for on -site septic system improvements to <br />Widmer, Inc. (Motion carried 5-0). <br />B. 201 Project Schedule Update <br />On April 13, 1987 the City gained possession of the land and easements <br />necessary to construct the off -site and collector septic systems. The <br />plans are presently being reviewed by the MPCA for the most recent <br />plan changes (addition of Furseth and Shanley, combine Old Village <br />Remotes D and F on Site D, etc.). <br />The MPCA approval is expected within one week and bids are expected to <br />
