Not all of the <br />Washington County projects are going at the same time; <br />therefore, there may be extra funds available. <br />3. The City could consider holding an assessment hearing <br />as soon as possible on Parts A, B and C. The assessments <br />would be based on the current estimated assessments and <br />a supplemental assessment hearing would have to be held <br />in August when all costs are known. This will only help <br />if a substantial number of people decide to pre -pay and <br />would not be available for 60 days. <br />The consensus of the City Council was to proceed with the first two <br />courses of action and if they failed proceed with the third option. <br />Councilwoman Armstrong stated that it would have cost approximate four <br />million dollars to sewer Section 32. Probably 80 or 90 percent of the <br />people in the town would never need sewer and they would be paying <br />over $20,000 each for a sewage system they would never need. <br />Armstrong added, if anyone knows of any raw sewage going anywhere <br />besides a drainfield, they have an obligation to notify the City <br />Building Inspector. If they don't, they are negligent. <br />C. Drainage Easement: Edward Gorman, 11011 Stillwater Blvd. <br />An existing drainage ditch is located on Mr. Gorman's White Hat <br />Restaurant property which begins at TH5 between the restaurant parking <br />lot and the bituminous school walkway and run southwesterly to Lake <br />Elmo Avenue behind the video store. Mr. Gorman would like to realign <br />this ditch so that it follows his north and est property lines rather <br />than running diagonally across his property. He proposes to construct <br />the new ditch adjacent to the existing bituminous walkway and provide <br />an easement to the City. <br />The reason this is before the Council is that Mr. Gorman desires the <br />City to accept this easement and asks if the City could maintain this <br />ditch. <br />An existing walkway easement is located along the north line of Mr. <br />Gorman's property. Mr. Gorman would like to combine a new drainage <br />easement with the existing 15' wide walkway easement and create a new <br />30' wide drainage and walkway easement. <br />A VBWD permit has been granted for this work. <br />City Engineer Bohrer recommendedd that an excavation permit be issued <br />for this work and drainage easements accepted with the following <br />conditions. <br />a. A 9' wide drainage easement should be dedicated for the <br />existing ditch between the parking lot retaining wall <br />and the bituminous walkway along the northeast side of <br />of the property. <br />
