LAYS ELMO CITY COUNCIL MINUTES <br />AUGUST 4, 1987 <br />A P P R V LFC-p <br />Mayor Arlyn Christ called the City Council meeting to order at 7:02 <br />p.m. in the City Council Chambers. Present: Christ, Johnson, Graves, <br />Moe, City Attorney Knaak, City Engineer Bohrer and City Administrator <br />Overby. Absent: Armstrong. <br />1. Agenda <br />Add: 10D. Cable TV, 10E. Ditch Mowing <br />M/S/P Graves/Moe - to approve the agenda for the August 4, 1987 City_ <br />Council meeting as amended. (Motion carried 4-0). <br />2. Minutes: July 21, 1987 <br />M/S/P Graves/Moe - to approve the July 21, 1987 City Council minutes <br />as presented. (Motion carried 4-0). <br />3. Claims <br />M/S/P Johnson/Graves - to approve the August 4, 1987 claims #89059 <br />thru #89120 as presented with the exception of #89105 Lake Elmo <br />Plumbing & Heating for repairing water closet $38.50. The consensus <br />of the Council was this item should be under warranty since it was <br />just installed in December. (Motion carried 4-0) <br />4. Landfill Committee Report <br />Dan Novak reported that at the Washington County Fair the Citizens <br />Advisory Committee solicited 852 signatures on a petition in support <br />of a resolution from the Met Council to not break the covenants. They <br />are in the process of getting a permit from the county to solicit more <br />signatures within the park. They also plan to erect a sign at the <br />entrance of the Regional Park stating "this park is to be turned into <br />a landfill" and a leaflet may be available telling them how they can <br />respond if they want to. A suggestion was made to get a legal opinion <br />on the wording. <br />The Committee will be meeting this Thursday with Attorney Chuck Dayton <br />who has expressed an interest in the situation. City Attorney Knaak <br />had suggested getting Mr. Dayton to discuss the situation with the <br />Council. Novak asked for two priority items from the City Attorney: <br />concurence with their assessment of the situation if they need an <br />attorney shortly and whether or not he would support hiring an outside <br />attorney. <br />City Attorney Knaak stated he had no problem with Attorney Dayton <br />coming in and making a presentation. Dayton will not charge for this <br />meeting with the Gitizens Group, but llj�5 muntctpal rate is $T251rir. <br />Knaak voiced a concern on the cost issue in terms of budgeting because <br />he would not be surprised if spending exceeded $100,000.
