LAKE ELMO CITY COUNCIL MINUTES JANUARY 5, 1988 <br />PAGE 2 <br />j� M/S/P Johnson/Graves - to designate Councilmember Rose Armstrong as <br />Acting Mayor in 1988 at those times when Mayor Christ is absent. <br />(Motion carried 3-0). Moe was not present to vote. <br />B. Designation of Official Depositories <br />The City used the following six depositories in 1987 for placement of <br />City funds in a checking account, in certificates of deposit for <br />short-term investments and in bonds for long term investments. The <br />City Staff believes that these six depositories have provided good <br />service to the City in 1987 and recommends that the City Council <br />reappoint the same depositories for 1988. <br />M/S/P Armstrong/Graves - to appoint the State4Bank of Lake Elmo, <br />Washington Federal Savings and Loan, Oak Park Heights Savings and <br />Loan, American National Bank of St. Paul, Offerman and Company Inc., <br />and Juran & Moody Company Inc. as the City of Lake Elmo official <br />depositories for 1988. (Motion carried 4-0). <br />C. Designation of Legal Newspaper <br />The City's legal newspaper in 1987 was the Oakdale -Lake Elmo Review. <br />The City Staff believes that this paper gives the widest coverage in <br />the Lake Elmo area in terms of getting information about the City to <br />its residents. The Review sets up and prints the City's newsletters <br />at no cost. The Review Staff has been very cooperative in gettng our <br />legal notices published in a timely manner. <br />M/S/P Graves/Moe - to designate the Oakdale -Lake Elmo Review as the <br />Official City of Lake Elmo legal newspaper for 1988. (Motion carried <br />4-0) . <br />D. Appointment of City Consultants <br />1. Civil City Attorney: Frederick W. Knaak of the law firm of <br />Rauenhorst, Carlson & Knaak <br />M/S/P Johnson/Graves - to appoint Frederick W. Knaak as the City's <br />Civil Attorney for 1988. (Motion carried 4-0). <br />2. Criminal City Attorney: Carl A. Blondin of the law firm of Caswell <br />& Associates. <br />M/S/P Graves/Johnson - to appoint Carl A. Blondin as the City's <br />Criminal Attorney for 1988. (Motion carried 4-0). <br />3. City Engineer: Larry Bohrer of Toltz, King, Duvall, Anderson and <br />Associates. <br />M/S/P Graves/Johnson - to appoint Larry Bohrer of TKDA as the City <br />Engineer for 1988. (Motion carried 4-0). <br />4. City Planner: This position has been vacant since May, 1987 when <br />Rob Chelseth resigned. The Council took no action on this consultant <br />
