I.p }Y Sk 9. rslbA�fkfli •1� a rN 1 '.:`�� � ^' <br />MINUTES <br />meeting to order at 7:03 p.m. in <br />Christ, Armstrong, Johnson, Moe, <br />Carlson, Building Official <br />and Acting City Administrator <br />M/S/P Johnson/Armstrong - to approve the March 1, 1988 City Council <br />agenda as presented. (Motion carried 4-0). <br />2. Minutes: February 16, 1988 <br />M./S/P Armstrong/Johnson - to approve the February 16, 1988 City <br />Council minutes as amended. (See Page 1, 4. Landfill Update; Page 4, <br />6. James Palecek; Page 5, 7A. Building Dept.) (Motion carried <br />2-0-2<Abstain: Christ, Moe>). <br />3. Claims <br />M/S/P Moe/Johnson - to approve the March 1, 1988 Claims #89930 thru <br />#89990 as presented. (Motion carried 4-0). <br />4. Proclamation <br />Mayor Christ proclaimed the week of March 6-13, 1988 as Volunteers of <br />America Week in Lake Elmo, Minnesota. <br />5. Public Inquiries <br />Ed Gorman, White Hat Restaurant, explained to the City Council that on <br />1/27, 2/2 thru 2/6 he noticed that a red light was flashing on the <br />newly installed pump station . Bohrer stated this panel was put into <br />operation, that would activate the light, the latter part of December. <br />Gorman provided pictures taken the last 10 days of what he thought was <br />a potentially hazardous condition. On February 18th he noticed six <br />large dark spots in the snow, a week later the spots were larger and <br />standing water developed on top of the field. By Saturday there was a <br />pond that developed where the water was merky, bubbling and smelled. <br />Gorman added that he has a substantial investment next to this site <br />and asked what action was the City willing to take to make sure this <br />is a safe treatment site --not only for him but for the people living <br />next to it. <br />Gorman also brought up the problems with the Legion Avenue collector <br />system of a large holding tank overflowing, the red light flashing, <br />alarm sounding, backup into two resident's basements and a licensed <br />pumper was called out to pump the system. Gorman questioned if City <br />funds are used to clean this up? He voiced his concerns that this may <br />be an indication that the systems are not going to work as well as <br />they were proposed. <br />
